Program
Representasi (ProRep) is a
USAID-supported project designed to help civil society organizations (CSOs),
public policy research centers and other institutions become more
representative, effective and responsive to citizens’ needs. Initiated in April
2011 and expected to last until April 2015 or April 2016, ProRep has two
overarching objectives:
- To improve representation by increasing the inclusiveness and effectiveness of groups, networks, and institutions that seek to represent citizens’ views, interests, and aspirations to government;
- To improve the responsiveness, effectiveness and transparency of legislative and policymaking processes.
We are currently looking for Civil Society Specialist.
The Civil Society Specialist is
responsible for (1) the development and implementation of
one or two policy clusters (i.e., education, and maternal and child health) and
(2) the implementation of Project Component 1, Strengthening the
representational capacity of membership-and-constituency-based CSOs. He or
she will oversee a small team of professionals, and coordinate closely with
ProRep grants/SAF managers. He/she is a
member of ProRep’s Leadership Team.
Main tasks:
- Coordinating the project planning and activities for the education and maternal and child health policy clusters (or education or health, depending on the skills, abilities, and background of the Civil Society Specialist). Policy cluster related activities will likely take 2/3 of the Civil Society Specialist’s time.
- Overseeing and ensuring the successful implementation of grants. Grants form the core of both policy cluster and Component 1 capacity building program.
- To the extent possible under ProRep’s budget, providing:
- technical assistance to CSO partners to ensure that their programs are evidence based, strategic and systematic;
- tools and resources to build CSO skills in areas such as constituency building, advocacy and collaborative engagement with policy makers, effective use of media for advocacy and outreach, and organizational assessments, analysis and development.
- Monitoring and reporting on partners’ performance and providing input into ProRep’s M&E PMP.
- Integrating Component 1 activities with those of Component 2 partners (universities, think tanks) and with policy makers to support more effective, responsive and transparent legislative and decision-making processes.
- Participating actively as a member of ProRep’s Leadership Team, providing inputs into key ProRep decisions.
- Supervising the citizen representation specialist and the policy and legislative specialist, short-term experts, and subcontractors or grantees assisting Component 1.
- Performing other duties as specified by the Project Chief of Party.
Qualifications and Experiences:
- University graduate, advanced degree in relevant field is preferred.
- A total of 10 years’ experience in a fields such as building capacities of CSOs; working with media, government and/or parliament;
- An understanding of, and experience in, advocacy and policy-making;
- Experience dealing with the media.
- Skill in facilitation and participatory approaches.
- Expertise in membership development and social change management.
- Excellent interpersonal communication skills.
- Excellent spoken and written Bahasa Indonesia and English
- Be able to draw on networks in government and civil society. Connections with the private sector will be a plus.
- Be skilled at working cross culturally – with Indonesians and Westerners
- Experience in advisory and management level in development work.
Reporting:
The Civil Society Specialist will work under the
supervision of, and report directly to, the Chief of Party
