The
Programme “Transforming Administration-Strengthening Innovation” (TRANSFORMASI)
is implemented jointly between the Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH, the Indonesian Ministry for Bureaucracy Reform
(KemPAN-BR), the Ministry of Finance and other stakeholders. It supports the
establishment of a cleaner and more efficient, accountable and service-oriented
public administration.
The
Programme focuses on the following topics:
- Strengthening the overall BR reform architecture
- Open Recruitment, civil service professionalization, remuneration management
- Fiscal impacts and financing of reforms
- Ensuring Citizen-Orientation of BR reform with a focus on open government
- Creation of a subnational innovation hub on BR reform and public service delivery.
In this
framework, we are looking for an
Advisor Bureaucracy Reform – subnational
innovation hub and citizen orientation of BR (m/w)
Main
Responsibilities
Subnational
innovation hub:
- Manage advisory services to the Ministry of State Apparatus and Bureaucracy Reform (KemPAN-BR) and the National Institute for Public Administration (LAN) on improvement of public services
- Support the creation of a network for public service innovation with other non-governmental institutions and development partners active in the area of public service innovation.
- Support the creation and implementation of a subnational innovation hub on BR reform and public service delivery between national, provincial and local governments and other institutions (private sector, non-governmental institutions)
Citizen
orientation:
- Manage advisory services to KemPAN-BR and LAN on citizen orientation of BR reform
- Monitor the development of a Civil Society Organizations network monitoring BR reform from a citizen perspective
- Implement a capacity building strategy for citizen orientation of BR in the public sector and for CSO.
Required
Qualifications and experience
- Master in Public Policy, Social Sciences, Economics or Business Administration.
- At least 5 years of professional experience in the area, with at least 3 years professional experience in a comparable position.
- Experience in the public sector
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office),
- a proven track record in a managerial position,
- Fluent written and oral knowledge of English,
- Willingness to improve skills as required by the tasks to be performed –corresponding measures are agreed with management.
