Climate
Policy Initiative is a team of analysts and advisors that works to improve the
most important energy and land use policies around the world, with a particular
focus on finance. We answer pressing questions posed by decision makers through
in-depth analysis on what works and what does not. We work in places that
provide the most potential for policy impact, including Brazil, China, Europe,
India, Indonesia, and the United States. We typically partner with research and
policy institutions in each of these locations to enhance our efforts through
local resources and expertise.
CPI is a small but dynamic organization, with a global
reach and an entrepreneurial culture. We work hard to maintain an idea-driven,
collaborative environment across all our teams. The Indonesia program is CPI’s
newest program, and is growing fast. Our primary focus is on supporting
government-led efforts to develop policies and incentives that improve the use
and management of Indonesia’s valuable land and natural resources, and lay a
strong foundation for achieving economic growth goals and environmental
targets.
POSITION
SUMMARY
CPI offers a challenging environment that requires
independent thinking, collaboration and pragmatic problem solving skills. CPI
is looking for a talented, highly skilled and motivated analyst to join its
Indonesia program. The analyst will support the delivery of CPI’s technical
assistance program in Indonesia in two main focus areas:
- fiscal policies and mechanisms supporting the transition towards a green economy; and
- schemes for optimizing land use, enhancing forest protection efforts and promoting a private sector rationale for sustainable, high productivity oil palm.
The successful applicant will undertake robust and
careful analysis that draws on methodologies from a range of disciplines
including public policy, finance, economics, law, and natural resource
management. They will deliver analysis relevant to the full portfolio of CPI
Indonesia’s activities, including as part of our national level partnership
with the Ministry of Finance, our regional partnership with the University of
Palangka Raya and Government of Central Kalimantan through the Central
Kalimantan Production and Protection Initiative, and climate finance projects
led out of other CPI offices and programs. In conducting analysis, they will be
required to work closely with a range of local and international partners,
including government agencies (including the Ministry of Finance, Ministry of
Forestry, Ministry of Agriculture, Ministry of Energy and Natural Resources,
and Bappenas), universities, research groups, civil society organizations and
private sector. Regional travel may be required.
PRIMARY DUTIES
AND RESPONSIBILITIES
- Perform rigorous qualitative and quantitative analysis and evaluation of Indonesian climate, energy, and land sector policies.
- Under the direction of the Indonesia Senior Associate, design, manage, and implement complex research assignments and analytical projects, potentially including financial analysis and the development of low-carbon climate-resilient business plans.
- Articulate and represent the CPI vision and mission to key internal and external audiences.
- Help develop, maintain, coordinate and facilitate strong relationships and good communication with CPI’s partners and other key stakeholders.
- Interact with policymakers and other stakeholders on a regular basis to conduct joint analysis, communicate research findings effectively, and/or to ensure analysis undertaken is policy relevant.
- Produce high-quality materials on short deadlines.
- Assist in the writing and editing of high-quality and bilingual (Bahasa Indonesia and English) CPI products, including full reports, executive summaries, blogs, and presentations.
- Communicate and collaborate with CPI staff working in other countries.
- Travel in support of CPI’s programs, as necessary.
PROFESSIONAL
QUALIFICATIONS AND PERSONAL ATTRIBUTES
- Detailed understanding of current fiscal policy strategies targeting climate change in Indonesia.
- Familiarity with policy and market mechanisms that support the transition towards a green economy in particular in the energy and land use sector
- An insightful, independent, analytical mind with a strong track record of applying sound political and strategic judgment in complex situations.
- Experience in research design and proven ability to initiate, manage, and deliver projects on time.
- Ability to communicate methods, results and recommendations from complex qualitative and quantitative analysis to expert and non-technical audiences.
- Familiarity and comfort working with government officials, academics and research organizations, leaders in private enterprise, and civil society organizations.
- Professionalism, enthusiasm for working as part of a team, and ability to interact with a diverse group of people.
- Respect for your fellow colleagues and a deep commitment to the mission and values of CPI.
Language
- Fluency in written and verbal English and Bahasa Indonesia required.
Experience
- Master's degree in Economics, Finance, Public Policy or a related quantitatively rigorous field required.
- 4+ years of experience analyzing, designing or complying with policy and market mechanisms that support the transition towards a green economy (particularly related to land-use or energy systems).
- Experience working with government or private sector experience valuable.
COMPENSATION
AND BENEFITS
The position is available for immediate appointment. The
position will be based in Jakarta, Indonesia. Travel to CPI’s regional offices
and to conferences may be required. CPI offers an excellent benefits package
