Background
The
World Food Programme (WFP) is the United Nations’ frontline agency in
the fight against hunger. The World Food Programme in Indonesia supports
the Government's commitment to achieve food
and nutrition security for all. As part of this goal, WFP works to
enhance national capacity to analyse and monitor food and nutrition
security. A key instrument in doing so is the development of national
and provincial level food security and vulnerability
atlases. These have been produced since 2009 in partnership with the
National Food Security Agency. The atlases provide a detailed spatial
overview of food security and nutrition in Indonesia, highlight key food
security issues and form the basis for developing
food security policies and prioritizing support.
The Programme Assistance would be responsible for initiating and
coordinating the development of the 2014/2015 provincial atlas for East
Java / NTB / NTT / Papua.
Main responsibilities
The incumbent
in Kupang will work under direct supervision of the head of the WFP
sub-office SO. The incumbents based in Jakarta will report to the
National Officer for Atlases. Head of VAM will function as technical
supervisor for all staff. The Programme Assistant (VAM) will be
responsible for the following duties:
1. Act as the provincial focal point for WFP for preparation of the provincial atlas
- Enhance and maintain relationship with key local government and non-government agencies related to food security and nutrition analysis;
- Contribute to capacity development of the government counterparts at provincial and district level on food security analysis and mapping;
- Establish professional relationships with universities and research agencies in the province as potential partners in developing the food security atlas;
- Develop a detailed joint plan of work for the preparation of the provincial atlas;
- Conduct day-to-day implementation of the joint work plan to ensure deliverables are realized timely and elevate issues as necessary to supervisors;
- Advocate for the use of the Atlas in the province for policy and programme development.
2. Prepare food security and nutrition profiles for the province and districts
- Collect and compile relevant information and data about food security and nutrition in the province, including poverty, crop production, markets, food distribution, health, caring practices etc;
- Complete draft templates including key indicators on food security and nutrition at the district and provincial level;
3. Organize consultation, stakeholder and validation workshops
- Identify appropriate location, organize workshop papers / material and invite participants
- Draft workshop minutes and summary of outcomes.

If and when required other priority VAM task can be assigned.
Qualifications and Experiences:
Education: Bachelor degree
Experience:
Minimum 1 year relevant work experience
Knowledge and
Desirable Skills:
- Good understanding of food security
- Familiar with the province regarding poverty, food security and nutrition issue.
- Data analysis skills
- Familiarity with using SPSS, Excel and GIS software platforms
- Good knowledge of design and lay-out
- Willingness to frequently travel, mostly within the province.
Language: Fluency in Bahasa Indonesia and English
