Vacancy at the AHA Centre - Communications Officer, Jakarta

The Association of Southeast Asian Nations (ASEAN) is a regional-intergovernmental organisation founded in 1967, to promote peace and stability, sustain economic growth, shared prosperity and social progress. It comprises ten countries of Southeast Asia.

The ASEAN Leaders at their 19th ASEAN Summit on 17 November 2011 officially launched the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management, popularly referred to as the AHA Centre. The AHA Centre will facilitate co-operation and coordination among ASEAN Member States, and with relevant United Nations and international organisations in promoting regional collaboration in disaster management.

The Government of Japan, through Japan – ASEAN Integration Fund (JAIF), has provided support for the Establishment of a Disaster Emergency Logistic System for ASEAN. The project is fully funded by the Government of Japan which aims to develop a disaster emergency logistic system for ASEAN through the establishment of a regional stockpile of relief items. The project also aims to enhance the capacity of the AHA Centre and ASEAN member states in disaster emergency logistic operations. It is expected that the regional stockpile will ensure quick availability of emergency relief items that can be accessed by member states.

AHA Centre, working closely with ASEAN Secretariat, is looking for the best, most-talented and highly-motivated ASEAN individuals to work immediately as team members of the above project as Communications Officer.

Position open for Indonesian nationals or ASEAN nationals with permanent resident status in Indonesia.

Broad Statement of Function
  • Responsible for managing media relations with respect to the overall activities of AHA Centre including the implementation of the Establishment of a Disaster Emergency Logistic System for ASEAN Project; 
  • Develop and continually maintain effective working relationships with the ASEAN Member States and ASEAN communication counterparts. Including developing and maintaining contact list of individuals, groups, organizations and fora whose support are essential to/can assist in achieving the advocacy and communication objectives;
  •  Responsible for creating, developing, implementing and managing communications of the AHA Centre including initiatives to establish efficient and effective ASEAN emergency logistic system;
  •  Develop monitoring and evaluation plan including tools and mechanism to assure effective implementation of communication activities; 
  • Other tasks as assigned by the Executive Director and the Programme Coordinator.
General Qualifications
Education
  • Preferably a Master’s Degree in Communications, Public Relations or a related discipline.
Experience
  • At least three (3) years of experience with proven track record and exposure to public relations and communication preferably in international organisations or private sectors;
  • Experience in managing a broad range of activities dealing with various international organizations and related institutions;
  • Profound knowledge of strategic communication and media relations;
  • Profound knowledge of the media context in ASEAN would be an advantage.

  • Sound understanding of the regional knowledge, relevant information, and able to connect the concepts to the practices and application on disaster management issues;
  • Sound understanding of concepts, knowledge and issues on the ASEAN Agreement on Disaster Management and Emergency Response (AADMER);
  • Excellent computer skills.
Managerial Competency
  • Skill in establishing and maintaining effective working relationships with members of the media;
  • Ability to translate plans into actions;
  • Mastery on the cross-cultural diversity in the ASEAN region and ability to manage cross cultural communication;
  • Strong communication skills and advanced level fluency in written and spoken English.
The successful applicant will be offered an initial 12-month contract with a possible extension and will be based in Jakarta.
