KNCV Tuberculosis Foundation (KNCV) Vacancy: Senior Procurement Officer, Jakarta

KNCV Tuberculosis Foundation (KNCV) is a leading non-governmental organization working in Global Tuberculosis (TB) Control. As a non-profit organization KNCV is active in over 40 countries in Europe, Africa, Latin America and Asia.  The central office is located in The Hague, The Netherlands.  KNCV Indonesia consists of a dynamic team of 95 staff members working in 10 provinces, all to help combat tuberculosis in Indonesia in close cooperation with the Ministry of Health.

TB CARE I
A coalition of 7 partner organizations carries out the USAID funded TB CARE I project in more than 22 countries. The objective is to “Decrease morbidity and mortality by increasing case detection and treatment success of pulmonary TB patients in USAID priority countries”.  KNCV Tuberculosis Foundation is the Prime Partner of TB CARE I.

Currently KNCV is looking for a:
SENIOR PROCUREMENT OFFICER
Duty station:      Jakarta, Indonesia

You will play an important role in the management of Technical Assistance Procurement for the implementation of the Global Fund Grant for combating tuberculosis in Indonesia. KNCV will manage  the Technical Assistance Procurement for the two main Grant Recipients: Ministry of Health and Aisyiyah. You will be responsible for independently organizing all activities of procurement and monitoring of technical assistance for the Global Fund Grant Implementation.  To fulfill this job you will need to work in close cooperation with implementing organization and technical staff to ensure the procurement documents meet the required standards. 

Responsibilities and accountabilities:
  • Organize review and process all planned Technical Assistance activities ensuring qualified Terms of Reference with sufficient clarity on specifications given for good and services and clear deliverables. Confirm any other relevant information from MOh or Aisyiyah
  • Coordinate and ensure that all TA services are reviewed and approved in accordance to the USAID procurement guidelines and authorization matrix.
  • Identify potential consultants and consultants networks for the announcement and disbursement of tenders,
  • Plan and implement the procurement activities, including obtaining quotations, preparation of evaluation and recommendation, from Purchase Order (PO) to Service Agreement (SA) and delivery of services in accordance to USAID procurement guidelines.
  • Supervise the Finance Assistant in managing the budgets for the two sub grants.
  • Coordinate and monitor the delivery of services and ensure through established procedures that all received services are in accordance with the terms and specifications as in ToR and Approved Proposal. Furthermore ensure quality and opportune delivery of TA services.
  • Report to MOH and Aisyiyah on the status of procurements, including estimated time of delivery and/or any changes which may affect pre-determined delivery conditions. In the event of changes, propose alternatives to mitigate delays in project implementation processes.
  • Design and prepare monthly progress report for TA procurement activities and provide brief updates to GF implementing organization.
  • Act with integrity and professionalism at all times.
Job Qualifications: 
  • University degree
  • 5 years’ experience in project operations including finance,
  • Working experience in non-profit organizations
  • Experience working in projects with multiple partners
  • Ability to work with minimal supervision;
  • Ability to work under pressure and to respect often tight deadlines;
  • Ability to prioritize jobs
Competencies:
  • Good communication skills
  • Good knowledge of spoken and written English
  • Analytical and problem solving skills, and ability to grasp quickly complex programming and budgeting in  a range of programmatic issues
  • Excellent in excel, financial reports and graphs
  • Writing skills
  • Understanding of basic USAID rules and regulations
  • Monitors own work to correct errors
  • Takes responsibility for meeting commitments and for any shortcomings
