The Australia – Indonesia
Partnership for Justice (AIPJ) is a five year program funded by Australian Aid
with a current closing date of December 2015.
The strategic focus of AIPJ is on realizing the rights of all
Indonesians, in particular poor women, vulnerable children and people with
disabilities. Building on the successes of previous Australian law and justice
programs, AIPJ focuses on the following rights:
- Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care;
- The right to fair proceedings which are independent and impartial, fast, consistent, affordable, and accessible; and
- The right to legal information.
AIPJ approaches realizing
rights by working in partnership with key government institutions (the supply
side) as well as civil society and local communities (the demand side), and the
intersection between the two. It does so through seven operational programs:
legal identity, court reform, legal aid, legal information, and
anti-corruption, civil society strengthening and disability inclusion. These
programs operate at both the national level, where decisions are made, and the
sub-national level, where lessons from the field can inform national level
decision making.
Position
description
The M&E Adviser will support the Lead Adviser
for M&E and Gender to effectively implement the AIPJ Monitoring and
Evaluation Framework so as to monitor quality outputs and evaluate progress
towards the achievement of end-of-program outcomes. A particular focus will be
mentoring the AIPJ M&E team and building the capacity of the provincial and
program teams in M&E skills. Specific duties will include but not be
limited to:
- Provide on-going support to the implementation of the M&E framework and ensure that the M&E plan continues to align with the framework and monitor how the plan is contributing to the higher level outcomes outlined in the framework.
- Develop and monitor a simple capacity building strategy to build relevant skills in qualitative and quantitative M&E and facilitate training to implementation teams, specifically building the skills of the provincial teams as key monitoring agents.
- Work in collaboration with the Lead Advisor for M&E and Gender to develop practical tools for collecting and collating data in line with the M&E plan.
- Assist with data analysis and M&E reporting requirements.
- Support and build the M&E capacity of specific AIPJ partners, which may include - Government, CSO’s and DPO’s.
- Working as a facilitator, support the implementation team and other relevant stakeholders to interpret and respond to M&E findings over the life of AIPJ.
- As required, provide technical support and field supervision to research and evaluation activities, ensuring adequate attention to quality, data management, and gender sensitivity and social inclusion.
Selection Criteria
The successful
applicant should have the following qualifications, experience and skills:
Qualifications
- Undergraduate or postgraduate qualifications, which include significant research components and demonstrated experience in both qualitative and quantitative research
Experience & Skills
Essential
- Demonstrated qualifications and practical experience in research or evaluation design, conduct, and management.
- Demonstrated ability to analyse and communicate complex concepts simply with a range of stakeholders in multi-cultural settings.
- Demonstrated ability to develop and deliver M&E capacity building activities. .
- Demonstrated ability to facilitate learning from, and responses to, M&E findings with implementation teams and other relevant stakeholders.
- Spoken and written English and Indonesian.
- Good working knowledge and demonstrated experience with social inclusion including disability, gender and child/juvenile inclusion.
- Ability to travel within Indonesia on a regular basis.
Desirable
- Demonstrated on-going membership of a domestic or international evaluation society, or other demonstrated commitment to keeping up to date with the theoretical and practice developments in the field of evaluation.
- Demonstrated experience in the delivery of development projects.
