PROJECT
BACKGROUND AND OBJECTIVES
The National Program for Community Empowerment (PNPM) Peduli—a
program funded by the Australian Department of Foreign Affairs and Trade
(DFAT)—is expected to improve social inclusion across Indonesia by increasing
access to services, choices, and human rights for those who have been
marginalized. The program is designed to improve people’s access to public
services (health, education, legal, administration, and financial), to
employment opportunities, and to participation in broader community processes.
PNPM Peduli is also expected to improve social relations between marginalized
people and broader community members, as well as to improve social inclusion
policies and regulations issued by the national and local governments.
PNPM
Peduli will support social inclusion for marginalized people in six specific
sub-populations over the next 2.5 years, namely: (1) Vulnerable children/youth;
(2) Traditional people, indigenous people in remote areas, and forest-dependent
people; (3) Religious minorities; (4) Victims of gross human rights abuses in
1965 and 1998; (5) People living with disabilities; (6) Waria. The managing
partner is The Asia Foundation (TAF) which will achieve its objective by
working directly with a team of six (6) Executing Organizations (EOs)—one per
sub-population—and about 70 civil society organizations (CSOs) that will
receive grants from EOs to conduct their work promoting social inclusion.
The Monitoring, Evaluation and Learning (MEL) Assistant
will be part of TAF’s team managing support to civil society organizations
(CSOs) under PNPM Peduli. This is a nine-month assistant position that, under
the direction of the Monitoring, Evaluation and Learning Specialist, will
assist in coordinating positive impacts on some of Indonesia’s most challenging
development issues. The Assistant will work within TAF and with technical
support from Farsight. The expected start date is in late September/early
October 2014.
RESPONSIBILITIES
The Assistant will join a team from Farsight helping TAF manage
support to CSOs. In collaboration with this stakeholder network, the Assistant
will be responsible for:
- Assisting with the development and implementation of a baseline, mid-term review and impact assessment of PNPM Peduli.
- Supporting the development of the program’s Management Information System (MIS), such as by liaising with partners to create its structure, forms and dashboards. Support other monitoring and evaluation systems, including data collection, analysis, reporting and using knowledge for policy development.
- Assisting with the creation and undertaking of quality assurance activities, such as beneficiary and partner feedback, testing inclusiveness, training and results review.
- Supporting a Complaints Handling Mechanism (CHM) design, material preparation and dissemination.
- Assisting with the development of systems for collecting, analyzing and disseminating program performance information with technical inputs from Farsight.
- Assisting administration for the MEL team.
- Supporting seminars on baseline results, as well as trainings on reporting, the MIS form and Theory of Change.
SKILLS
AND EXPERTISE
An excellent candidate for this position will
have the following characteristics:
- At least two years of experience working in development program administration and support, preferably in roles related to monitoring and evaluation.
- Experience in providing capacity building advice and technical assistance to Indonesian CSOs.
- A capacity to work in programs that connect foreign donors to Indonesian CSOs.
- Fluency in Bahasa Indonesia and English.
