Abt Associates seeks a Project Director for an anticipated USAID-funded health technical assistance project in Indonesia focused on improving the quality of care in Indonesia’s health facilities and clinical and public health workforces through the identification and deployment of skilled short and long-term technical assistance. The Project Director will be based in Jakarta, with a limited amount of travel throughout the country expected.
The Project Director (PD) provides overall leadership, management, and strategic direction for the entire project team. The PD has the final authority within the project team for decisions related to technical, management, resource allocation, and personnel issues. The PD is accountable for the successful implementation of all aspects of the project and is responsible for guiding project staff, ensuring the responsiveness and quality of work along with timely achievement of results and efficient use of resources. The PD will be the primary contact of the project with USAID and will ensure that project activities, deliverables and strategies are in line with USAID Indonesia objectives.  The PD will also work with national and local government agencies and officials, local national and community level organizations, other partners and project staff to carry out these responsibilities.
 Specific duties and responsibilities include:
Overall management of the operations, finances, and administrative aspects of the project.
  • Strategic direction and technical supervision of overall project to ensure the production of timely/quality results and deliverables.
  • Technical supervision over all aspects of contract work including development and management of a database, identification and management of staff and short and long-term consultants, internal and external communication, and submission of reports and other contract deliverables which reflect USAID and partner inputs.
  • Active participation in the organization of consultancies to ensure USAID’s interests are best served while providing value for money.
  • Direct involvement in hiring decisions related to the identification, recruitment and management of short-term and long-term project staff/consultants, supervising their work and conducting performance assessments.
  • Managing a small office of project staff and assume HR-related functions as needed in collaboration with staff and partners to identify any and all technical assistance needs, developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts 
  • Maintaining productive working relationships with USAID clients, project partners and key counterparts while functioning as the primary liaison to USAID, the Government of Indonesia entities, local national organizations and other partners and stakeholders.
  • Creating management systems consistent with the needs of the project and that are aligned with Abt Associates’ standard operating procedures.
  • Designing and overseeing the annual project cycles in accordance with USAID’s annual planning cycle. Direct and manage the planning and budgeting processes for the project and prepare quarterly and annual project activity reports as specified in the contract.
  • Working with staff and partners to translate project goals and objectives into implementable strategies.
Qualifications
  • A minimum of 8 years of demonstrated experience in international development required, with at least 3 of the 8 years having worked in a developing country. 
  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to managing an international development project and hiring or subcontracting with consultants required.
  • Demonstrated broad knowledge of current global public health program priorities and approaches required. 
  • A minimum of 3 years of successfully demonstrated experience as a senior manager of a program providing technical assistance in health, nutrition, or population in a developing country required. 
  • Demonstrated experience hiring and placing international technical advisors for international public health programs in Indonesia required.
 Minimum Qualifications
  • MA and 8+  years of experience OR the equivalent combination of education and experience.
