Vacancy - USAID ASEAN-U.S. PROGRESS Project, Project Accountant - Jakarta

Development Alternatives, Inc. (DAI) is the implementing partner of the USAID-funded ASEAN-U.S. PROGRESS project. DAI is seeking to fill the position of Project Accountant to be based in Jakarta.

SCOPE OF WORK

Position: Project Accountant
Period of Performance: August, 2014 – August, 2018


1. Background
The USAID ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) project supports ASEAN in its efforts to promote regional integration in the areas of good governance, security, and human development.


2. Purpose:
The Project Accountant will provide financial stewardship and ensure secure financial transactions under PROGRESS.


3. Objectives and Duties:
  • Process all cash, check, and wire transfer payments, ensuring on-time and accurate payments 
  • Record all financial transactions in Field Accounting System, assisting in the establishment and enforcement of disbursement procedures and safe transfer of cash from the bank to the office
  • Ensure that all supporting documentation related to transactions gets uploaded on a monthly basis to the online file storage system
  • Work closely with the Deputy Chief of Party to ensure that all financial records are in order, including the close monitoring of VAT expenditure, exemptions, and Indonesian tax issues
  • Establish and maintain an adequate system controls to protect against financial misstatement, in accordance with applicable government accounting and administrative regulations 
  • While processing daily transactions, the Accountant should 1) complete the Advance Register with all necessary information; 2) check entries for accuracy; 3) verify that appropriate documentation is provided with the request for payment; 4) maintain complete records of pending and actual disbursements made; 5) ensure that proper approval signatures are obtained and that both parties, payer and payee, verify the amount of the transaction; 6) enter all transactions into the accounting system and identify the proper account codes for each transaction; and 7) reconcile petty cash on a weekly basis
  • Prepare the weekly cash request and send it to the Deputy Chief of Party
  • Create and verify the field expense report according to the deadlines established by the Deputy Chief of Party
  • Perform a monthly reconciliation of the bank statement and send it to the Deputy Chief of Party
  • Coordinate the submission of project timesheets and process staff payroll as well as required tax deductions
  • Coordinate annual and other financial audits—including preparation of supporting schedules and information—respond to auditor questions, and consolidate report formats
  • Prepare travel advances for all employees based on travel advance policy, calculating and distributing all travel advances
  • Ensure that all advances are cleared in a timely fashion and that cash due to the project is reimbursed on a timely basis
  • Perform other duties as assigned by the Deputy Chief of Party that are consistent with the overall focus of the assignment
The Project Accountant will be based in Jakarta, Indonesia. S/He will report to the Finance and Operations Manager.
