Barefoot Engineer Training - Finance & Admin Manager
In 2007, Papua’s and West Papua’s first
directly elected governors introduced an ambitious new community-driven
development program, channelling community grants of 100 million Rupiah to each
of over 4,000 villages in the two provinces to fund development activities in
the areas of (i) nutrition and food security; (ii) education; (iii) primary
health care; (iv) village infrastructure; and (v) economic livelihoods. In
2008, the governors’ RESPEK -- Strategic Village Development Plan -- was
integrated with the National Community Empowerment Program (PNPM Mandiri
Rural), bringing hundreds of professionally trained development facilitators
and field engineers to assist communities in planning and implementing these
funds.
One major challenge facing the PNPM-RESPEK
program has been a chronic shortage of qualified community facilitators,
especially field engineers. The program requires over 400 technical
facilitators but has only been able to recruit less than half of the needed
number, mostly from outside Papua, and turnover tends to be very high. In
February 2012, almost 300 of the technical facilitator positions were empty. In
order to address this acute and chronic shortage, the PNPM Support Facility and
PNPM National Management Consultants designed a special program, called
Barefoot Engineer Training, to provide local senior high school graduates and
technical school graduates from Papua and West Papua with basic training in
civil engineering, mechanics, micro-hydro power generation, construction/building analysis, budget planning and infrastructure
design, implementation and construction supervision, social facilitation and
empowerment, whom later on could be recruited as technical facilitators under
PNPM Rural in the region.
This type of training was conducted twice since 2003 and
it’s now entering into the third round aiming at providing skills to around 300
successful applicants. The training will
combine classroom teaching and practical
application of the most common small-scale village infrastructure issues.
Funded by the Multi Donor Trust Fund
managed by the PNPM Support Facility (PSF) of the World Bank, Yayasan Bursa
Pengetahuan Kawasan Timur Indonesia (BaKTI) was engaged as the lead
implementing partner for the third wave barefoot engineer training from June
2012 until December 2013.
To make the planned training successful, BaKTI
requires highly dedicated and committed Finance
& Admin Manager. Under direct supervision of Barefoot Training Team Leader. The Finance
& Admin Manager will perform, but not limited to, the following
tasks:
Financial
- Perform Cash Count of Petty Cash in monthly basis
- Check and review all financial & Accounting transaction in accordance to Barefoot Program Operating Procedure
- Ensure all financial transaction have receipt and stamp with “Paid” when they are paid
- Check and review all Travel Arrangement Form and Travel Expenses Report Form
- Check and review all procurement requests and paid in accordance to Barefoot Program Procurement Procedure
- In Consultation with Program Manager to prepare monthly requests for funds required for the Jayapura Office operation
- Maintain Budget of Barefoot Program and update monthly projection/cash flow projection
- Ensure all transaction identified and charged to proper budget line items
- Prepare and Submit monthly Budget versus Actual report
- Always coordinate with Operation Manager and/or Finance & Admin Officer of Yayasan BaKTI to ensure the right accounting code and procedures
- Ensure the work flow of Finance and Accounting meet the Yayasan BaKTI Internal Control Procedure
Administration
- Ensure all administrations are follow in accordance to Barefoot Program Operating Procedure
- Ensure clean and good environment of work field during the project
- To be prime responsibility to establish, implement and enforcement of Office Security to ensure Barefoot Program staff, property are well safe guard, accessible/contactable and are free from 3rd party liability
Qualification:
- Minimum Bachelors Degree in Accounting or Economic
- At least seven years working experience in Finance
- At least five years working experience in supervisory
- Ability to work with computers and in particular Microsoft Office (excel and word)
- Having experience in Accounting Software is a plus
- Good communication in Indonesian and English, both spoken and written
- At least three years experience working with international and local Non Government Organizations
- Initiative, working under pressure and good motivation
- Having ability to work with minimum supervision
Length of Contract
The
Finance & Admin Manager will be contracted as a consultant from July 2014 to December 2014 (6 months)
