Consultant for Formulation Draft of Project Operational Manual (POM) FIP-FMU
The Forest Management Unit (KPH) development program is directed towards establishing enabling conditions for  sustainable  forest  management  and  improved  social  welfare.  It is mandated by Section 17 of Law 41 and Government Regulation No. 44 Year 2004 and Government Regulation No. 6 Year 2007 amended by Government Regulation 3 Year 2008. The Ministry of Forestry’s National-Level Forestry Plan (RKTN) has targeted to establish 600 KPH units throughout Indonesia’s forest areas by 2020, and 120 KPH by the end of 2014. The development of the model KPHs requires the preparation of forest management preconditions including management areas, institution/organization, human resources, infrastructure and management plans.

This national-level development policy still needs to be extended to the site level to be fully successful. However, there remain a number of obstacles, including:
  • The lack of policy synergy within the Ministry of Forestry;
  • Lack of understanding and knowledge of the KPH concept;
  • Poor local institutional capacity in forest management; and
  • Poor capacity and limited access of communities to forest resources.
To overcome these obstacles to KPH development, it is important to establish a program that involves all stakeholders: the national government, sub national governments, NGOs, KPH, private sector, civil society and national and international donors. The Forest Investment Program (FIP) has identified KPHs as a key entry point for the The three FIP projects which will be supported through the World Bank, Asian Development Bank, and International Finance Corporation (IFC).

FIP has established three main themes for such forest investment plans:
  • Institutional development for sustainable forest and natural resources management 
  • Investments in forest businesses and community-run forest management
  • Community capacity building and livelihood development.
Regarding the   proposed World Bank component, the Directorate-General for Forestry Planning  supported  the  development of  a  comprehensive  proposal  for  KPH  development and further a concept note on FIP’s project proposal entitled “Community-Based Sustainable Natural Resources Management and Institutional Development”. The objective of the project is: “to help Indonesia reduce institutional barriers to sustainable forest management and REDD+ implementation at the national and sub-national levels.” The proposed project contains  three components:
  • Component  1:  Institutional  strengthening,  financial,  and  technical  capacity  and  policy support in the Ministry of Forestry (national)
  • Component  2:  Strengthening  and  development  and  transfer  of  forest  management knowledge for sub-national KPH development (sub-national)
  • Component 3: Assist a small number of pilot KPHs to become operational and engage with local communities and other stakeholders to improve livelihood and economic activities from sustainable forestry management.
In preparation for project implementation the World Bank has agreed to provide US$
500,000 to support a series of agreed activities which will result in a detailed Project Document (PD), and a Project Operational Manual (POM) which will provide the basis for the final approvals by the FIP Sub-Committee and the World Bank management in order to disburse the project funds to the Government of Indonesia. In order to coordinate the preparation activities required to produce these final outputs, the World Bank and the Ministry of Forestry have decided to appoint Kemitraan (The Partnership for Governance Reform) as an independent service provider, working under guidance and inputs from the Ministry of Forestry and World Bank, as well as other stakeholders.

The Indonesia FIP Investment Plan describes a five-year program with activities divided into three projects. Each of the projects will be supported through a MDB. The Investment Plan provides an overall program Logical Framework with objective, outcomes and outputs as per below table:

  • >50 MtCO2e emissions avoided or sequestered through both protection of natural forests and forest restoration/afforestation in degraded areas 
  • Target communities have improved access to monetary and non-monetary benefits from forest resources
  • Local institutions have strengthened capacity to work with communities and to support equitable and gender-responsive REDD+ programs
  • Model Forest Management Units have capacity to manage REDD+ activities and sustainable forest management (SFM)
  • Improved business enabling environment for SFM, CBFM and REDD+ brought about by transformational changes in institutions, policies, technologies and behavior of stakeholders
The consultant will lead the preparation of the World Bank-FIP Project Operation Manual. The Consultant(s) will work closely with the Ministry of Forestry, the Kemitraan FIP Preparation Team and the World Bank staff to ensure that standard operating procedures for the Bank and the Government of Indonesia are acknowledged and incorporated appropriately in the document., which should provide guidance to the project implementation team of
The POM will reflect input from a broad range of stakeholders involved in the FMU agenda, taking into account the views of local communities, district agencies, and CSO’s.
This Project Operations Manual (POM) is a document of the Ministry of Forestry (MoFor) of Indonesia. The POM’s objective is to guide agency personnel and the Project Management Unit (PMU) in the efficient and effective performance of their activities.
The Manual will be divided into seven chapters.
  • Chapter 1 describes the Project, its objectives, overall design and some implementation details.
  • Chapter 2 defines the implementation arrangements, the parties involved in implementing the Project and the roles and responsibilities they have with respect to the various parts of the Project.
  • Chapter 3 describes the Project cycle and procedures as to how project partners/stakeholders can participate in the Project.
  • Chapter 4 contains guidance on the Project’s financial management arrangements.
  • Chapter 5 introduces the procurement arrangement for the Project.
  • Chapter 6 explains the Project’s grievance mechanism
  • Chapter 7 describes the Project implementation schedule.
  • Chapter 8 deals with Project monitoring and reporting requirement
Schedule
This consultancy will be conducted in a period of 10 weeks from May to August 2014:
  • 4 weeks from start of consultancy – an initial draft of the POM for circulation to MoFor and World Bank teams for comment and guidance. 
  • 7 weeks from start of consultancy – an advanced draft of the POM for circulation to MoFor and World Bank teams for final comment and guidance
  • 8 weeks from start of consultancy – completion of a Power Point Presentation to assist training purposes
  • 10 weeks from start of consultancy – submission of final deliverables.
IV.  Competencies
The consultant selected for this task should have the following qualifications:
  • Advanced degree in management, planning, or other relevant discipline 
  • Knowledge of GOI project management procedures and protocols especially related to the forestry sector
  • Familiarity with the World Bank or other donors financial management and procurement procedures preferably with prior work experience in the preparation of operational manuals.
  • Willingness and ability to work closely with stakeholder representatives at national and sub-national levels
  • Fluency in Bahasa Indonesia desirable
  • Strong writing skills (English preferable) indispensable
Recruitment Qualifications
Education:   
Academic degree in social sciences, communication, phychology or related field
Experience:   
At least 10 years work experience with development and community engagement in the forestry sector, with a solid working knowledge of the FMU concept and its implementation;Proven experience with communications, consultations and outreach processes for natural resources management, and familiarity with planning processes and procedures at the local government level; Willingness and ability to work closely with stakeholder representatives at the national and sub-national levels; Familiarity with Ministry of Forestry community consultation mechanisms, as well as best practices that fully incorporate gender and indigenous peoples inputs.

Language Requirements:   
Strong communications skills and fluency in written and oral Bahasa Indonesia and are essential, as is a demonstrated competence in spoken and written English Language.
