World Bank Vacancy: Programmer and Quantitative Researcher, Jakarta

The World Bank’s Poverty Cluster, of the Poverty Reduction and Economic Management (PREM) network in Indonesia, is seeking a Programmer or Quantitative Researcher to provide technical assistance to the project by writing Oracle/ MySQL language to match unique individuals from the same household from Oracle-based SID database.  The consultant will be subject to a data confidentiality agreement.  A consultant with Stata qualifications is preferable.  The consultant will be working closely with a technical team from Bank Indonesia and the World Bank’s team in the process. 
Specific activities include:
1.       Write Oracle/ MySQL language to match households using individual-level SID data.  Unique individuals can be linked to the same household by using: (1) fixed telephone number; (2) matching algorithms on name and address in the same zipcode. These codes will be run by the technical team from Bank Indonesia, but provided by the World Bank team.
2.       The consultant is expected to work collaboratively with the Bank Indonesia’s team on a sample SID database until the best matched SID data is produced.  The consultant is expected to visit Bank Indonesia to work with the technical team there.
3.       After the matched SID data is retrieved, the consultant would ideally implement income models on the anonymous household level data in Stata. 
The consultant would also ideally run some Stata programming for some statistical technical works we will conduct to correct SUSENAS data for unit non-response bias and extreme values.

Duration and Time Allocation
A total of 50 working days will be allocated for this Consultancy, which will begin mid-June 2014.  The activities will follow the timeline below and is expected to conclude by Mid-August 2014.  Note: the timeline may be adjusted based on consultations with the World Bank team.

Qualification
§  Minimum level of education: Baccalaureate (preferably Master’s) degree, in relevant field of study, including computer science.
§  At least 6 years of programming experience, with a focus on programming in Oracle/MySQL.  Programming knowledge of Stata an advantage.
§  Proficiency in Bahasa Indonesia in order to read SID Guidelines and understanding fields in Indonesian databases.
§  Familiarity working with Indonesian household surveys, such as SUSENAS, is an advantage.
§  Experience in name and address token matching an advantage.
§  An excellent team worker but can also work independently and self-motivated.

Contract Details

The successful candidate will be offered a Short-Term Contract (STC). The duration of the contract will be for 50 days. The Consultant may telecommute, but will be required to be based in Jakarta for most of the contract period.
