Jakarta
Program Summary – INSIST
The latest study conducted by Japan International
Cooperation Agency (JICA) in 2011 shows that the 1.3 million people living in
slums in Jakarta
do not have access to proper domestic waste treatment facilities. The Government of Jakarta is taking steps to
address the issue by instituting the Domestic Waste Water Regulation in 2005
(UU 122-2005). However, this regulation alone is not sufficient to address the
growing urban population with lack of access to sanitation facilities. Currently there are just 2 sludge treatment
plants in West and East Jakarta , with 35
enterprises offering sludge removal services.
The cost of de-sludging a septic system is approximately 20-30 USD but
can run as high as 80 USD if the system is located more than 150 meters from
the main road; and the average poverty affected household’s income is just $150
USD per month. Therefore, the most common means of sludge disposal are dumping
into rivers or informal dumpsites- both options that pose significant public
health hazards. Based on the research conducted by Badan Pengelolaan Lingkungan
Hidup Daerah (BPLHD), Environment Management Agency, there are 64 Villages in Jakarta that considered to
be high risk villages for sanitation management and infrastructure. Four of the
villages are located in Penjaringan
Sub-District .
In the National level, the government agencies lead
by National Planning Agency (Bapennas) has launched National Acceleration for
Sanitation development program (PPSP). The program invited 490 cities/regencies
in Indonesia
to work together, with some clear indicator, to ensure that each city will
produce city sanitation strategy, based on rigorous and appropriate research,
on the vulnerability, potential, and priority. Jakarta province government has already
developed the city sanitation strategy, and Mercy Corps was actively involved
in the development process.
The
project’s goal is to make sanitation services accessible and affordable to the
urban and peri-urban poor. The approach
is to work within the market system so these technologies and services are
available sustainably. Through the use
of supply-side approaches alone, it is impossible to create the necessary
systemic changes to address the underlying causes of poor sanitation
Under
the overarching community development project initiative “Blue Bag Project”
IKEA Indonesia in partnership with Mercy Corps Indonesia, will start Integrated Services for
Infrastructure and Sanitation Technology (INSIST) to facilitate all actors on the supply and demand
sides of the sanitation value chain. The project has three objectives:
1. To
refine newly developed sanitation technologies that are user friendly, context
appropriate and can be manufactured at ‘affordable’ price points.
2. To
increase the demand of the public for sanitation products and services in Kelurahan Penjaringan.
3. To
continue to facilitate the role of stakeholders (market, government and
community actors) to channel these technologies and services to the desired target
population.
1. Project Manager -
INSIST
The Project Manager (PM)
Responsible for all aspects of program implementation of the INSIST program in
Jakarta include: rigorous planning,
design, monitoring and evaluation, staff supervision, budget management, donor
relations, report writing and overseeing all elements of program
implementation. Close engagement, partnership and capacity building with local
government, local NGOs, private sector and community partners is critical.
The PM will provide leadership and mentoring to
the INSIST team and will be responsible for staff development. Participation in
the Mercy Corps Indonesia management team, strategic planning and proposal
writing is also required.
The PM
will coordinate closely with the leadership of all urban programs and all other
Mercy Corps Indonesia programs to ensure inter-program learning and overall
country program quality.
Qualifications:
·
5-10 years of field-based experience in staff
management and project implementation;
·
Demonstrated experience and expertise in water,
sanitation and/or hygiene promotion, including understanding of international
norms and frameworks, market development principals, prominent actors, best
practices;
·
Demonstrated experience in capacity building and
partnership with both community and government;
·
BA/S or equivalent in social science, management,
environmental engineering, international development or similar degree;
·
Demonstrated skill in communication, report
writing, financial management, monitoring, evaluation, team management and
problem solving;
·
Fluency in English, both written and spoken.
2. Water Sanitation
Project Officer - INSIST
The
WSPO will work under supervision of Project Manager and is responsible for both
the soft and hardware components of the water and sanitation infrastructure
activities of INSIST II program in targeted implementation area. In conjunction
with infrastructure team of Ministry of Public Work, the WSPO will assist in
supervision of the Consultant and Contractor in implementing infrastructure
improvement; provide input on monitoring and evaluation of the project. WSPO is
responsible for the quality of infrastructure project. Together with the
Capacity Building Officer, the WSPO will be responsible for building capacity
Water and Sanitation Task Force and community to conduct participatory need
assessment, design, planning, implementation and monitoring and evaluation the sustainable, low cost, simple technology,
and easily maintained water and sanitation infrastructures and replicable by
Government and Community. The WSPO will
provide assistance for technical capacity building to the Water and Sanitation
Task Force and community and periodically report on the activities.
Qualifications:
·
BA/S
or higher in Environmental Engineering, Civil Engineering or other relevant background and/or relevant
experience in water and sanitation that related to slum upgrading program;
·
3-4+
years in community based water and sanitation project preferably in
urban context;
·
Fluency
in both verbal and written English highly preferred;
·
Highly-developed
computers skills, with strong familiarity with MS Office, Power point, Outlook,
Excel, Word, and infrastructure design software;
·
Prior
experience in an international NGO/PVO or an international firm is
advantageous.
3. Business
Development Officer - INSIST
The
BDO will work under the supervision of the Project Manager and Economic
Development Program Director, and is responsible for the successful
implementation of all project activities in the assigned targeted area. INSIST
II project will establish 1 sludge removal service micro enterprise The BDO
will assist the Project Manager in designing business development strategy in
the establishment of sludge removal service micro enterprise. BDO will be
responsible to assist the Project Manager to design sanitation demand creation
activities, sanitation social marketing strategy, and responsible to design
business development training material to introduce entrepreneurship skills to
the micro enterprise team and community task force who will supervise the
business unit.
Qualifications:
·
3-4+
years of field-based urban community development experience, with a focus on
capacity building, community mobilization, water supply and sanitation and/or
community health and nutrition, urban livelihoods; including problem solving;
program monitoring and evaluation, and communication and report writing;
·
5
years of experience working in private business/business consultant firms;
·
Experience
working as part of a multi-disciplinary team;
·
Experience
working with micro and small enterprise is preferred ;
·
BA/S
or higher in economic science is preferred ;
·
Fluency in English verbal and
written communication is highly preferred;
·
Strong familiarity with Microsoft
Word and Excel are mandatory.
4. Capacity Building
Project Officer - INSIST
The CBPO will work under the
supervision of the Project Manager, and is responsible for the successful
implementation of all project activities in the assigned targeted area. The CBPO
will coordinate and oversee the activities of the project, and will directly
participate in conducting participatory field research, community based
mobilization and outreach providing
training, mentoring and coaching to government and community to implement water
and sanitation infrastructure projects and
hygiene and nutrition behaviors promotion, Establishment of sanitation task
force, enterprise, project development and implementation, and
monitoring and evaluation in the Project communities.
Qualifications:
·
3-4+
years of field-based urban community development experience, with a focus on

Program Summary – CRISPI
Organization is being awarded a
funded of Climate Resilient Infrastructure Services project for Indonesia
(CRISPI) to target Cirebon city to enhance the resilience of its infrastructure
system in the face of climate change related hazards.
The goal of CRISPI is to develop
innovative approaches and practical tools promoting climate resilient
infrastructure for Indonesian cities through partnership between government,
civil society and the private sector.
The 12-month program will work
with the city government and relevant stakeholders from civil society, the
private sector and community to 1) carry out inventory mapping, 2) incorporate
information on city infrastructure assets into climate resilient planning
activities, and 3) facilitate a rapid vulnerability assessment (RVA) at the
city level to identify high-priority climate risks that require adaptation and
resiliency responses to city infrastructure.
1. Project
Coordinator - CRISPI
The Project Coordinator
is responsible for coordinating and supervising a team of project staff to
design, plan, implement, monitor and evaluate project activities. In addition,
the Project Coordinator is accountable for baseline surveys, finalizing
timelines, work plans, staff development, deployment and supervision as well as
maintaining coordination with technical support staff and other projects and
departments of Mercy Corps.
Qualifications:
·
Possess
a relevant university degree in Urban Planning, social sciences, international
development, or applied economics with 4 plus years of work experience in
implementing multi-sectoral urban infrastructure and development programs, and
urban governance and planning processes in Indonesia;
·
Demonstrated
expertise in program development, log frame design, monitoring &
evaluation, report writing, and grant management;
·
Experience
working with City governments/department of public works, private sector
actors, communities, climate change initiatives and development projects;
·
Sound
understanding of climate change issues, resilience debate, and best practices
in an urban setting in Indonesia
and globally;
·
Proven
skills in document/newsletter publications, conference presentation and webinar
facilitation to promote the shared learning dialogues and other learning
exchanges in the field of climate resilient infrastructure services and
planning;
·
Proficiency
in Microsoft office: Word, Excel and Power Point and other relevant IT software;
·
Fluency
in English, both written and spoken, is essential.
2. Project Officer -
CRISPI (Cirebon Based)
The Project Officer is
responsible for assisting Project Coordinator and coordinating with the City
government officials and local partners to design, plan, implement, monitor and
evaluate project activities. In addition, the Project Officer is responsible
for assisting in the preparation of baseline surveys, finalizing timelines,
work plans, as well as supporting Project Coordinator to maintain coordination
with technical support staff and the ACCCRN project team.
Qualifications:
·
Possess
a relevant university degree or diploma in environmental sciences, urban
planning studies or similar discipline, with 3 plus years of relevant work
experience in designing and implementing climate change adaptation programs in Indonesia ;
·
Expertise
in program development, log frame design, monitoring & evaluation, report
writing, and grant management;
·
Experience
working with City governments/department of public works, private sector
actors, communities, climate change initiatives and development projects;
·
Sound
understanding of climate change issues, resilience debate, and best practices
in an urban setting in Indonesia
and globally;
·
Proven
skills in project documentation/newsletter publications, conference
presentation and webinar facilitation to promote the shared learning dialogues
and other learning exchanges in the field of climate resilient infrastructure
