Tanoto Foundation Vacancies: Regional Program Manager & Training Specialist - North Sumatra

Tanoto Foundation is a not-for-profit foundation which strives to be a center of excellence for facilitating and improving access to quality educationand to empowerment opportunities that contribute to poverty reduction. The Foundation currently runs a number of philanthropic programs in Indonesia ranging from scholarship, teachers training, school improvement programs, research support, to small business development. 

Tanoto Foundation is currently looking for Regional Program Manager and Training Specialist to be based in North Sumatra. Kindly read details below.

Regional program manager – north sumatra
 
The Regional Program Manager (RPM) is responsible for the portfolio of the program in the field and achievement of the goals, outcomes and outputs in the logical framework of the program in the field. The RPM will be responsible for, but not limited to the supervision, provision of input and agreements for the proposal and workplans of the team as well as supporting the team members in achieving their tasks to the best of their abilities, including the finance, procurement, logistics and administration of the program, in coordination with the Jakarta office. The position will be perform under the guidance and supervision of Pelita Pendidikan Program Manager (PPPM).
 
Pelita Pendidikan is a multi-year school development program currently implemented in several provinces of Sumatra. This program has been implementing since 2010 and now entering 2014 fiscal year of implementation periods. The TS will provide overall supports of Pelita Pendidikan (School Improvement Program) teacher and students training, including but not limited to Tanoto Foundation Partner School, Schools developed by Royal Golden Eagle (RGE) and other Tanoto Foundation Program. In general, the TS will be responsible for, including but not limited to, developing training manuals/modules as required, deliver training, provide technical assistance for team and counterparts, ensuring quality of the training program achieved, communication and coordination with BU/BG, Counterparts and Beneficiaries; Monitoring and Evaluation activities, and strengthening branding of Tanoto Foundation in the areas/sites.
 
Responsibilities:
Program Management and Implementation Support
Under the guidance and supervision of Pelita Pendidikan Program Manager, the RPM will deliver the responsibilities of, but not limited to:
  • Directly supervise the project field staff and oversee implementation of the Program, in cooperation and coordination with Specialists related to field programs.
  • Together with the PPPM and Finance, Admin, Tax, Legal, and Compliance (FATLC) Department, make compiled expenditure projections and procurement plans for Tanoto Foundation field programs in accordance with procedures and requirements. Review monthly financial reports and define provisional budget as required and coordinate timely submission to Jakarta Office.
  • Support the team members in conducting budget control and monitoring of expenditures according to policies.
  • Support the team members and ensure the continuous communication, coordination and cooperation with all relevant stakeholders, most especially the government of Indonesia
  • Undertake timely and accurate compilation of narrative reporting for the program in accordance with requirements.
  • Ensure supervised staff receive adequate professional guidance and development opportunities.
  • Ensure annual performance appraisals and quarterly reviews for all line managed staff are conducted as required.
  • Identify, design and implement appropriate training and effective coaching and mentoring strategies for program staff.
  • Promote an open, diverse and participatory work environment.
Strategic Directions and Program Quality Assurance
  • Under the guidance from the Pelita Pendidikan Program Manager (PPPM), the RPM will be responsible, but not limited to: 
    • Principally focus on facilitating the creation of strategies, goals and logframe for the program 
    • Participate in the development of a cohesive, focused and effective program through strategic planning processes.
    • Ensure the integration of research and recommendations for the program and coordination and cooperation with related government departments.
  • In Monitoring and Evaluation:
  • To supervise evaluations, assessments, baselines, etc activities carried out and ensure sufficient support for delivering monitoring and evaluation activities is provided.
  • To support and ensure program monitoring and evaluation systems is conducted and facilitate the incorporation of lessons-learned into current and future programming.
  • To provide regular reporting of monitoring and evaluation activities within area/region into TF Jakara
Field Operations
With overall guidance from PPPM and Management of TF in Jakarta, the RPM will be responsible to lead the strengthening of program support and operations in base offices, but not limited to:
  • To ensure the implementation of improved project finance and procurement procedures (such as maintenance of a pouch system, scanning and emailing documents, creation of a preferred vendor list for local procurement, establishing systems for local payroll, etc.), with technical assistance from finance, HR, procurement and logistics).
  • To monitor current project and field staff performance and bring to the attention of PPPM and Management of Tanoto Foundation in any possible problems and/or recommendations in a timely manner.
  • Provide regular updates on progress in the pilot and issues arising to the Management of TF in Jakarta.
Information sharing, learning, collaboration
The RPM also will perform duties and tasks to improve program performance and sharing across site/regions, in collaboration with PPPM in Jakarta. The task are, but not limited to:
  • Assist in the development and maintenance of internal systems and mechanisms for documentation and sharing of lessons learned across the program and across Tanoto Foundation
  • Ensure appropriate representation of Tanoto Foundation in programming, policy coordination and information sharing forums at the field level
  • Facilitate staff team building across projects and provinces, including for those of affiliated companies
Duty Station and working condition:
The Regional Project Officer will be based in Tanoto Foundation Regional Offices and within designates area/site, with frequent travel to other area/site as required.
 
QUALIFICATIONS
  • Minimum of Bachelor Degree from reputable university – a Post graduate would be advantageous.
  • A minimum of 5 years progressively experience in managing social project/program, or humanitarian or social business (NGO/INGO) program, with extensive experience within Project Management, Office Operational, Staffing, and networking.
  • Proven experience in liaisons with stakeholders and counterparts. And having monitoring and evaluation of program expertise would be advantageous.
  • Demonstrated ability to achieve results, including team building – could work independently and as team player
  • Strong communication skills, ability to communicate in English (both oral and written) is desirable.
  • Able to do multi-tasking, working in high pressure to meet results, working with minimum supervision and multi-cultural environment.
  • Willing to be placed in very remote areas with minimum facilities and supervision.
  • Able to use computers and MS Windows Applications (MS Word, MS Excel, MS Power Point) and internet.
  • Willing to travel to project sites as required.
Training Specialist – North sumatra

Job Summary
The Training Specialist (TS) will be supporting the implementation and management of Pelita Pendidikan Program and Improvement Program of RGE Schools under overall guidance of Pelita Pendidikan Program Manager and in collaboration with Pelita Pendidikan Regional Program Manager.

Responsibilities:
Program Design and Development
  • In collaboration with Pelita Pendidikan Program Manager (PPPM), Sr. Program Officer Pelita Pendidikan (SPO PP), and other training specialist, to design and develop implementation and focus strategy of Tanoto Foundation teacher training program align with vision and mission of Tanoto Foundation.
  • In collaboration with other Training Specialist in Tanoto Foundation, responsible to develop training modules and manuals for teachers that suitable with Tanoto Foundation implementation strategy, including but not limited to:
    • Conduct assessment on current condition of teacher’s capacity and competency within implementation areas. 
    • Conduct Training needs assessment into targeted groups/schools, if necessary. 
    • Conduct desk review on best practices in teacher training, from national level (MOEC, national training providers, Private training providers), international level (International Organization/Agency, international Publication, etc) 
    • Develop training modules/manuals of teacher training (teachers, principals) that fit with key strength of Tanoto Foundation
    • From time to time, evaluate the modules/manuals to fit in into dynamic changes within education sector in Indonesia (Curriculum, Long-term Education Policy, Government Strategy focus, etc)
  • In collaboration with other specialist, (Environment, Construction, CSR), responsible to develop training implementation strategy that comprehend multi-focused/thematic issues that align with the Tanoto Foundation implementation strategy, including but not limited to: 
    • To provide inputs and insight into other program component related to modules/manuals/training strategy that will be delivered in other program 
    • To incorporate issues/focused key message from other program into teacher training and how to apply it into daily teaching and learning activities
Program Implementation and Quality Assurance
  • To be responsible in implementing/delivering teacher training program according to implementation strategy of Tanoto Foundation.
  • To be responsible in monitoring the output of the training as stated in TOR, including to ensure the training content is deliver and the beneficiaries is satisfied.
  • To ensure the quality of training activities and the content of the training is align with the Tanoto Foundation training modules/manuals, implementation strategy, and focused of program.
  • In coordination with Regional Program Manager (RPM), to ensure all TOR related to teacher training are reviewed and align with program focused and implementation strategy
  • In coordination with RPM, to ensure that all training schedule is well coordinate with Regional Project Officer and the timeline is planned.
Monitoring and Evaluation
  • To be responsible to develop monitoring and evaluation tools for impact on teacher training programs. 
  • To make sure that the result of the training is implemented by the teachers post training activities.
  • To provide support and technical assistance to teachers through “Kelompok Kerja Guru (KKG)” activities.
  • To support the development of impact evaluation tools of the program and impact evaluation activities, if required.
  • Periodically submit monitoring result to PPPM and RPM regarding improvements of partners’ schools in teaching and learning activities post teacher training (and library improvement program), based on monitoring tools developed.
Duty Station and working condition:
The Regional Project Officer will be based in Tanoto Foundation Regional Offices and within designates area/site, with frequent travel to other area/site as required.
