About the Role
This is a dynamic advisory role where you will be providing strategic advice and operational support to the ASEAN Secretariat on building and sustaining partnerships with multi-national stakeholders for the purpose of AADMER programme implementation. At the heart of this role, you are a key player to the shaping and promotion of ASEAN's disaster management and risk reduction strategies. In order to increase awareness and recognition of the role of civil society, you will be part of the AADMER team facilitating implementation strategies for AADMER.

Background
The Association of Southeast Asian Nations (ASEAN) ratified the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in 2005. In 2009, the AADMER work programme was developed. AADMER is a legally-binding agreement that fortifies ASEAN's regional policy backbone and complements national efforts by enabling proactive regional cooperation, coordination, technical assistance, and resource mobilisation in all aspects of disaster risk reduction including early warning and risk assessment, preparedness and response, prevention and mitigation and recovery.

The AADMER Partnership Group (APG) a consortium comprising of Oxfam, Child Fund International, HelpAge International, Mercy Malaysia, Plan International, Save the Children International, and World Vision recognising the importance of AADMER and in 2009 initiated engagement with ASEAN bodies, lending support where the APG could provide added value.

The APG's programme started in 2009 supporting ASEAN bodies with the drafting of the AADMER Work Programme, the implementation strategy for AADMER. Since then, the APG has been collaborating with the ASEAN Committee on Disaster Management (ACDM) and its Working Groups, the ASEAN Secretariat and the ASEAN Humanitarian Assistance (AHA) Centre, as well as ASEAN Member States to support the popularisation and implementation of AADMER. APG has recently initiated the 3rd phase of its strategic engagement, 'Embedding Civil Society Engagement in AADMER Implementation towards Disaster Resilient ASEAN Communities.'

What we are looking for
  • 10 years of demonstrable experience in delivering advisory or expert assistance on disaster management; at least 5 years at a senior level
  • Demonstrates thoughtful leadership and ability to craft new ideas to facilitate change
  • Mature understanding of transformation change derived from direct experience in advocacy, humanitarian and development context
  • Knowledge and demonstrated experience in promoting diversity, including gender, age and disability equity
  • Able to collect, articulate, analyse, simplify and process complex information using a coherent framework
  • Demonstrates diplomacy skills, integrity in dealing with others, and ability to adapt to different cultures
  • Strong influencing skills with exposure to a wide range of situations (internal, external, influencing NGOs and governments etc.)
  • Exhibits high level of self-awareness by being able to align thinking to organisational or collective values and goals
  • Pursues goals with tenacity and enthusiasm while being supportive of others
  • Evidence of working independently and operating with minimal supervision
  • Fluency in spoken and written English
  • Able to travel frequently and in long periods (2 weeks per month)
Remark: This is a national post; we will be unable to obtain visa and work permit for a non-Indonesian national. ASEAN will only take in advisors who are of citizens of Southeast Asian countries.
