Lowongan Senior Indonesian Government Advisor - Papua Low Carbon Development Programme

In our role as prime delivery agent for the PROTARIH programme in Indonesia, PwC wishes to attract a highly experienced and networked individual to support our relationship building activities with key Government of Indonesia (GoI) entities, in particular Ministry of Home Affairs (MoHA). The Senior Government Advisor (SGA) will assist the Programme Director to maximize Government of Indonesia understanding and ownership of the programme. The SGA will also manage relationships with key public sector institutions and other key stakeholders. The SGA will be required to use their experience and networks to proactively manage and create positive relationships between PROTARIH, the bilateral donor and the GoI, as well as between different parts of GoI.

The PROTARIH programme supports the GoI – through working with programme partners the Ministry of Home Affairs and Bappeda Papua – to reduce deforestation and GHG emissions through spatial planning and low carbon development. This is a unique role which offers the SGA the opportunity to play an instrumental role in bringing together a partnership of Indonesian government stakeholders to support delivery of Presidential commitments to reducing emissions from deforestation.

This is a full time appointment with a competitive remuneration. The post holder will be required to make trips to Papua to support programme activities.

The main duties of the SGA will include, but will not be limited to, the following:
  • Developing and maintaining a good partnership with Ministry of Home Affairs, Papua provincial government and other key Indonesian ministries related with PROTARIH 
  • Providing advice on the ‘landscape’ of institutions and relationships within the GoI which are relevant and important to the smooth functioning of PROTARIH 
  • Forming relationships with key actors, including governments, CSOs, NGO, private sector and other development partners 
  • Working alongside staff members from the donor when appropriate 
  • Advising the programme management unit on smooth running of relationships with GoI 
  • Ensuring Regional and Central government priorities and concerns are reconciled within the programme 
  • Managing the Knowledge Management component of the programme, whereby lessons learned in Papua can be used to inform policy making and administration at central government level 
  • Assessing and making recommendations on the technical assistance requirements - in particular of MoHA - to support the implementation of PROTARIH and share lessons from it. 
  • Managing preparation for and ensuring smooth running of 4-monthly programme Steering Committee meetings and Management Committee meetings 
  • Working to engage GoI departments and agencies such as Ministry of Finance, Ministry of Forestry, Bappenas, Ministry of Public Works, and UKP4 who are not directly involved with the programme 
  • Ensuring that the governing Subsidiary Agreement is respected and implemented 
  • Assist with project reports, studies and communication materials as required.
Requirements:
  • Minimum seven years of progressively responsible professional experience, or the equivalent, in managing large international development programmes with private, public, bi-lateral or multi-lateral development institutions and/or non-profit organizations 
  • Technical expertise in spatial planning, capacity building or sustainable development 
  • Experience in stakeholder engagements 
  • Excellent verbal and written communication skills 
  • Strong analytical and problem solving skills 
  • Effective interpersonal and intercultural skills 
  • Language proficiency in English
Preferred:
  • Work experience in the public sector. 
  • Background and experience in one or more of the following core program areas: local and economic governance, environment, climate change, forestry
The SGA will be employed as an individual contractor from date of hire to the termination of the programme at end of July 2015. He/she will report directly to the Programme Director.
A start date within Q2 2014 is required.
