Lowongan Programme Director, Spatial planning and low carbon development support, Papua, Indonesia

The role
We are currently seeking an experienced and committed programme director who wishes to take a central leadership role in helping support sustainable development in an exciting and challenging region of Indonesia.

The successful candidate will oversee and coordinate a major development programme (PROTARIH) that delivers a series of spatial planning, capacity building and low carbon investment activities designed to support the implementation of Papua province’s sustainable development strategy. This will include overseeing a series of activities and team members.

Two key areas of work, led by sub contractors are: (1) building institutional capacity at provincial and central government levels and (2) working with local ‘green’ enterprises to enhance their business skills and build the private sector in Papua.


The programme activities will be carried out by a team of experienced specialists, reporting to individual technical leads for each workstream, all of whom will report to the programme director. The programme director role will be supported on a day to day basis by a team of project management unit professionals based in Jakarta and local administerial support in the programme management office in Jayapura. There will also be specialist support provided by the London office.

A crucial element of the role will be leading day to day engagement with the development partner client, and overseeing ongoing liaison with central and provincial government stakeholders. For the latter the programme director will need to work very closely with the Senior Indonesian Government Advisor for the programme.

Responsibilities
PROTARIH is a complex and politically sensitive programme requiring a dedicated programme director with the skills and experience to lead it. The successful candidate will have very strong leadership and programme management skills and be politically astute. The candidate will lead the programme management unit, technical work-streams, and government liaison/advisor roles.

Key responsibilities will include:
  • Strategic programme planning & resource management (financial, operational and human). The programme director will seek to improve and develop the overall strategy for the delivery of the programme, ensuring coherence across the workstreams
  • Strategic communications and stakeholder management in particular with senior Government of Indonesia officials (supported by dedicated Government of Indonesia liaison/advisor roles)
  • Quality assurance, M&E and financial oversight
  • Risk management and reporting
  • Leading all programme reporting and review processes (contract deliverables, monthly reports, annual reviews, Key Supplier Management process, programme evaluation)
  • Day-to-day programme leadership and coordination
  • Management of workstreams and consultants, including driving accountability and performance across roles
  • Overseeing all programme recruitment, identifying areas for change and meeting recruitment needs
  • Leading programme team performance review and objective setting
  • Leading the day-to-day relationship with the donor, and chairing monthly progress meetings with the donor and monthly leadership calls between the donor and PwC
Requirements
An ideal candidate for this role will have:
  • Strong programme director experience delivering programmes in challenging political landscapes, including oversight of large teams, and full programme management functions (finances, human resources, contracts, M&E, risk management, planning, communications)
  • Experience leading programmes supporting governments on change/reform/policy areas, ideally in a developing country context
  • Experience leading large teams and driving high performance, and preferably experience leading organisational change/change management processes
  • An understanding of the objectives and frameworks for development assistance support
  • (Optional) Experience in sustainable development and /or sustainable land use and environment
  • (Optional) Previous experience working with Indonesian government, industry and civil society stakeholders an advantage
  • (Optional) Strong spoken Bahasa Indonesia an advantage
