Advisor on the Inclusion of People with Disabilities
                                                                  
Project description:              
In the context of the bilateral co-operation between the Government of Germany and the Government of Indonesia, SPP assists the Government of Indonesia in the development of long term strategies for a comprehensive system of social protection. The National Development Planning Agency (BAPPENAS) is its main partner. The collaboration has been reinforced and strengthened during the German-Indonesian Government Negotiations in September 2013. SPP has entered a new phase in January 2014 and is part of the priority area “Inclusive Growth”.

SPP aims at improving the framework conditions for the implementation of an integrated social protection system with a view to contributing to the efforts of the Indonesian Government for sustainable and inclusive economic growth. The program works in the following intervention areas: (1) In the area of Social Assistance/ Basic Social Protection: capacity building for the Ministry of Social Affairs (MoSA) / Unit Pengelolaan Program Keluarga Harapan (UPPKH) to establish adequate managerial structures and improve the extension of the Conditional Cash Transfer (CCT) program; (2) In the area of Social Security (with a focus on Social Health Protection): Capacity building and technical support for Dewan Jaminan Sosial Nasional (DJSN) to strengthen its role in the implementation of the National Road map on Health and the establishment of the new social security carrier Badan Penyelenggara Jaminan Sosial I (BPJS I, Health); (3) Support for BAPPENAS and other stakeholders to lead and coordinate the inter- and intra-institutional policy dialogue on social protection reform; (4) Advisory services and technical support for BAPPENAS and MoSA to improve the inclusion of persons with disabilities into social protection program and enable them to contribute to economic growth. The thematic focus of the activities is the inclusion of persons with disabilities into the existing social protection schemes PKH and BPJS as well as into the education system and the labor market.

Responsibilities:
The Advisor on Inclusion of People with Disabilities will work closely with the coordinator of the Intervention Area. S/he will :
  • Facilitate contacts to and manage relationships with high-ranking representatives from government, private sector, academia and civil society (with a focus on liaising with MoSA, BAPPENAS and CMoPW in all matters related to the inclusion of People with Disabilities);
  • Provide technical advice (both in writing and verbally) concerning the inclusion of Persons with Disabilities into (1) the social assistance programs (esp. PKH) and the national health insurance (BPJS I), (2) vocational education and training and school-to-work transition programs, and (3) the labor market. This includes personal advice to high-ranking stakeholders.
  • Provide background research and strategy formulation in the above-mentioned areas.
Requirements:
  • Indonesian citizenship;
  • Master’s Degree/doctorate, in social sciences, economics, law, public policy or related fields;
  • A minimum of five (5) -  seven (7) years of relevant working experience is preferred, preferably in the area of inclusion of people with disabilities;
  • Demonstrated ability to develop and maintain sound working relationship with high-ranking stakeholders and/or dialogue partners from government, private sector, academia, and civil society;
  • Expertise and work experience on stakeholder facilitation, moderation and multi-stakeholder cooperation;
  • Proven qualification to provide high-quality advice on politically sensitive issues and to draft documents in Bahasa Indonesia and English;
  • Good understanding of social protection, (the design and implementation of) public policy and development in Indonesia;
  • Ability to work independently/ with minimum supervision and in an international working environment;
  • Indonesian native speaker, fluent English (both verbally and writing).
Period of Contract:
1 July 2014 to 31 December 2015.
