The World Bank Indonesia is seeking for a
short term consultant to fill the financial data analyst position for the PNPM
Mandiri Revolving Loan Funds Capacity Building and Sustainability Pilot Project.
Project Background and Objectives
PNPM Mandiri Perdesaan (Rural)
and Perkotaan (Urban) are long running Government community-empowerment programs. They have a Revolving Loan Fund (RLF)
component with a combined $750m+ in assets, making them the largest
community-driven microfinance operations in the world. The “PNPM Mandiri RLF Capacity Building and
Sustainability Pilot Project” (the pilot project) runs from 2010-2015 and aims to
“achieve poverty reduction through ensuring sustainable access to financial
services”. It will achieve this through
capacity-building RLFs (inc. operations, MIS, legal status), and strengthening
linkages with the commercial financial sector.
The pilot project primarily works at Sumatera Barat, Java Tengah, DI.
Yogyakarta and NTT provinces.
As part of this work, the pilot project
is collecting, monitoring and analyzing large amounts of data, mostly
financial, from existing and new channels.
This data will be used to guide assessments, policy setting and
monitoring of the RLFs, with respect to their ability to provide the poor with
sustainable access to credit. A basic

For this purpose, the
pilot project is hiring a financial data analyst to monitor on the PNPM RLF
financial data. The work is expected to support for the policy data and this work
is NOT an operational finance or accounting role.
SCOPE OF WORK
The analyst will support the
pilot project and will work closely with the team. It is expected she/he is a trained person who
able work with financial data, perform analysis, and provide the project with
data.
The
main tasks of the analyst will be :
- Work with the RLF financial data set, including organize and clean the data
- Perform a financial data analysis and provide analytical report
- Work with the PNPM Perdesaan and Perkotaan staffs to ensure the pilot project has a complete set of the latest available RLF performance data.
- Assist the work for building a robust RLF financial performance monitoring indicators (‘financial ratings’). The work will include testing and calibrating the financial indicators.
- Assist in communicating the data finding to the key project stakeholders.
- Assist in general tasks as a member of The Pilot Project Team, e.g. make slides, review document
SELECTION CRITERIA
The analyst should
have the following qualifications:
- Minimum bachelor’s degree, and preferably a graduate degree in a subject that requires heavy financial data analysis (e.g. finance, economics, accounting, statistics)
- Minimum 3-4 years work and/or graduate research experience in financial data analysis, especially on credit
- Work experience in finance, preferably with exposure to lending operations and use of large “unclean” data-sets
- Solid accounting skills and a familiarity with (micro) financial terms in Bahasa Indonesia and preferably in English
- Able to read financial statement, including good understanding of NPL treatment
- Advanced Ms. Excel skills (extensive use of keyboard-shortcuts, and knowledge of advanced formulas)
- Good written and verbal Bahasa Indonesia and English
- Knowledge of microfinance and/or the PNPM RLF program would be advantage
This
position will be based in Jakarta and require travel to pilot location if
needed.
