Jakarta with travel anticipated to North Sumatra (Medan, Madina, South and North
Tapanuli Districts);
however, there is scope for consultancy inputs to be provided from the
Consultant’s
country of residence, where this is complementary to
in-country inputs.
Travel may be required to other locations in
North Sumatra and possibly West Papua

Conservation
International, an international non-governmental organization is now looking
for a consultant is to assist government and other stakeholders to develop a
strategy for forest protection and/or sustainable management that span the
North Sumatra Province but with a detailed focus on the key districts of
Mandailing Natal, Tapanuli Selatan and Tapanuli Utara Districts.
SLP
is a grant facility established with financial support from the U.S. Agency for
International Development (USAID) and the Walton Family Foundation. The SLP is working to identify, develop and
test new solutions aimed at avoiding deforestation and degradation and other
associated GHG emissions.
Through
the development of public-private partnerships, SLP aims to reduce potential
emissions due to specific land-use change investments within five years
(2011-2016).
The
SLP is initially launching investments in three regencies in Indonesia with
on-the-ground interventions. These three regencies include Madailing Natal
(Madina), South Tapanuli and North Tapanuli and is currently focused in two
districts (Madina and TapSel).
CONSULTANT TASKS AND DELIVERABLES
Key Aim:
Forest Conservation Consultant key
priority is to assist government and other stakeholders to develop a strategy
for forest protection and/or sustainable management that span the North Sumatra
Province but with a detailed focus on the key districts of Mandailing Natal,
Tapanuli Selatan and Tapanuli Utara Districts.
SLP
consultative processes have identified the apparent need to strengthen the
capacity and effectiveness of conservation agencies that are mandated to ensure
forest conservation. The consultant will seek to strengthen the existing capacity
of government agencies in the target districts to better engage with
communities to achieve effective conservation outcomes; particularly around
Batang Gadis National Park and protection forests in Batang Toru.
Depending
on the assessment, the consultant will train key stakeholders to implement
elements of the recommendations in the SLP landscapes.
Key Responsibilities:
A
key focus of SLP is to identify and where appropriate test innovative
approaches that aim to provide alternative environmentally sustainable
approaches to development in SLP target areas.
The Forest Conservation Consultant will be responsible for the following:
- Identifying policies, strategies and techniques for forest resource protection
- Strengthening of community engagement and collaboration among stakeholders to strengthen governance arrangements for forest management in SLP target districts.
- Providing training to relevant government authorities such as BGNP and other agencies in biodiversity monitoring, boundary demarcation and conflict mitigation and resolution;
The
Forest Conservation Consultant will work closely with the SLP Senior
Forestry Advisor and the District Forest Policy Coordinator to ensure that
interventions on the ground are practical in nature and conducive to replication
and amplification in the context of district, provincial and national settings.
Deliverables:
The
Forest Conservation Consultant will work towards providing the
following deliverables and recommendations linked to key personnel or decision
makers with a go/no-go decision, risk assessment and risk mitigation/management
strategy to support the SLP work-plan – against each of the work elements in
SLP target districts and provinces:
A. Identifying policies, strategies and
techniques to strengthen forest resource protection
1.
Identify stakeholders who can play a key role
in forest protection, and engage with stakeholders like MOF, BGNP and district
government management agencies to determine specific requirements and options
for external (SLP) assistance to improve forest monitoring and reporting.
2.
Report on the challenges and needs of local
enforcement agencies and work with SLP to facilitate appropriate forms of
support for relevant agencies;
3.
Use primary or secondary community survey data
to identify regulatory control required to implement interventions that would
benefit key biodiversity areas and local communities.
4.
Identify species that are traded commercially;
protected wildlife that are hunted on a regular basis; and other trends in
wildlife trade.
5.
Provide advice to SLP interventions for
strengthening monitoring and regulatory controls around national parks and
protection forests. Assess and provide recommendations on specific policy or
ground interventions to ensure forest conservation and protection from
deforestation and degradation.
6.
Identify and recommend achievable policy
interventions that empower local communities to monitor and report on forest
encroachment and other illegal activities related to forests and wildlife.
7.
Provide recommendations to align maps
(national, provincial and districts) as part the Strategic Environmental
Assessment (SEA) for protecting HCV Forest processes through district spatial
plans.
B.
Strengthening of community engagement and
collaboration among stakeholders
1.
Engage civil
society, such as local NGOs and communities to the raise awareness of relevant
jurisdictional boundaries, permitted land uses and illegal activity;
2.
Use Conservation
Agreements as a tool to improve forest protection while providing means of
support, for local communities, and in close collaboration with relevant
district agencies
3.
Support
demarcation of boundaries of protected forests and areas by facilitating
relevant government authorities and local communities to work together.
4.
Assess customary law
and other cultural codes that support or condone activities that conflict with
regulations relating to sustainable land uses.
5.
Develop district
level forums to bring NGO’s and communities together to exchange ideas and
develop strategies for better natural resource management
C.
Providing training to relevant stakeholders in
enforcement and monitoring techniques
1.
Assess the needs of relevant authorities such
as BGNP to strengthen monitoring and enforcement in and around protected
forests, in relation to biodiversity conservation, boundary demarcation and
conflict mitigation and resolution;
2.
Assess capacity gaps within local forest
management agencies, and scope for use of cost-effective tools such as radios,
GPS tracking systems and possibly camera traps to provide additional
surveillance capacity;
3.
Develop a toolkit for species identification
for local wildlife with applicable wildlife protection laws with clear guidance
to relevant authorities responsible for enforcing relevant regulations;
4.
Provide training to relevant authorities
involved in forest protection, on wildlife monitoring using the cost-effective
non-invasive field techniques including how to set up targeted and/or
systematic surveys.
5.
Support the provision of training for local
community representatives and civil society organizations, to assist management
authorities with forest monitoring and reporting functions, particularly in
case of reporting threats to Batang Toru and Batang Gadis areas.”
Time Requirement:
It
is anticipated that the Consultant will conduct this work between 1 May 2014
and 01 November 2014 with at least 2 intermediate milestones (to be proposed by
the consultant at start) prior to deadlines.
Minimum Requirement:
- The consultant will have a at least a graduate degree in ecology or environmental management and will have at least 5years of experience in protected area management and on-the-ground implementation.
- Excellent communication and presentation skills
- Strong technical skills in forest and wildlife monitoring.
- Excellent interpersonal skills to engage with stakeholder and members of the community.
- Good command of English and ability to communicate in Indonesian
- Proven ability to write reports, develop work plans and estimate budgets
- Knowledge/understanding of government workings and local cultures
- Passionate about field work and able to meet project deadlines; often under difficult circumstances.
