Monitoring Programme SKPD Specialist
Organizational Context
- The Pro-Poor Planning and Budgeting (P3BM) instrument is a set of practical tools used to help local government to improve their planning and budgeting documents. The tools had been developed and managed by Bappenas since July 2006 with the support of Asian Development Bank (ADB) then the United Nations Development Program (UNDP) and since 2010 was funded through PNPM Support Facility (PSF).
- The P3BM approach consisted of a series of training activities for sub-national government across Indonesia with the aim to trigger a systematic national movement that will accelerate the achievement of MDGs as well as the eradication of poverty. However, a more strategic approach is needed in order to assist all districts in Indonesia within a certain time frame. Thus Bappenas with support from PSF have been working together to prepare P3BM scale-up project to expand the number of master trainers at national and provincial levels in which in turn will assist and facilitate districts through a cascading method.
- A couple of evaluation and monitoring studies have been conducted to assess the effectivess and utilisation of P3BM approach and from the results it can be concluded that local government planning and budgeting (through observation from musrenbang kecamatan up to musrenbang kabupaten) have slowly shifted towards pro-poor. Following the programme intervention, SKPD’s direct spending which was initially 30-40% had increased to 40-70%. Development fund for MDG which was initially 15-30% had increased by 16-17%. Programmes and activities formulated also focused on the highest priority of the community.
- Continuous improvement still needed to package the P3BM programs into a tool that more effective and appropriate for local context. In order to do this a monitoring tool for local government has been developed and recently being tested in a number of districts. The monitoring tool has the overall objective to help Bappeda to track Technical Agencies’ planned activities and budget and analyse its realisation. It is hoped this tool can improve local government’s monitoring process which leads to quality enhancement in SKPD’s planning documents and realisation process.
Thus in order to guide and lead the dissemination of P3BM monitoring tool for
SKPD and P3BM Provincial Clinics and monitor its development, Kemitraan under
the coordination of Bappenas and PSF is seeking to hire a P3BM Local Government
Monitoring Specialist which will be based in Jakarta Office.
Summary of key functions
- Prepare the modul for SKPD Monitoring System Program.
- Coordinate with P3BM team, especially MIS staff in the preparation and development of the SKPD monitoring system.
- Conduct SKPD Monitoring System try out.
- Conduct TOT and training for SKPD Monitoring System at provincial and district level
- Assist the SKPD monitoring team in the monitoring activity
- Ensure that P3BM SKPD Monitoring System is internalised in the local government monitoring system and being implemented regularly
- Support P3BM team at national and provincial level in the implementation of their regular tasks
- Develop monitoring report to be endorsed to P3BM Team Leader
- Develop P3BM activity reports with P3BM secretariat national team.
Recruitment Qualifications
- Bachelor of Public Policy Economy or other related major.
- Have at least 5 years experience in monitoring and evaluation issue.
- Able to develop Monitoring and Evaluation Module
- Mastering MS Office and experience in technical issues of computer system and installation software
- Has ability to be trainer
- Understand the planning phase in SKPD and Musrenbang process, implementing stage, monitoring/evaluation and program reporting
- Has a good communication skill with government officials
- Able to develop activity report
- Able to work in a team, meet the deadline and flexible
