ARENGA PINNATA CONSULTANT.
Location
: Consultancy will be based in
North Sumatra with travel predominantly to Mandailing Natal, Tapanuli Selatan and possibly North
Tapanuli. Travel may be required to other locations in
North Sumatra and Jakarta.

Conservation
International, an international non-governmental organization is now looking
for a vendor to produce integrate climate change vulnerability
assessment for the crops based on downscaled climate models into this analysis
to ensure the areas identified remain viable for these crops over the long
term.
SLP
is a grant facility established with financial support from the U.S. Agency for
International Development (USAID) and the Walton Family Foundation. The SLP is working to identify, develop and
test new solutions aimed at avoiding deforestation and degradation and other
associated GHG emissions.
Through
the development of public-private partnerships, SLP aims to reduce potential
emissions due to specific land-use change investments within five years
(2011-2016), and is currently focused in two districts (Madina and TapSel)
CONSULTANT TASKS AND DELIVERABLES
Key Aim:
Arenga pinnata and SLP
Activity Design Consultant will be responsible for providing an updated value
chain assessment and a range of proposed activity interventions in line with
SLP objectives specific to the Mandailing Natal, Tapanuli Selatan and Tapanuli
Utara Districts.
A
focus on Batang Toru and Batang Gadis protected areas with other locations
identified where aligned with achieving SLP program objectives.
Key tasks and/or deliverables:
Arenga pinnata
Assessment and Activity Design Consultant will:
·
Support a rapid assessment of existing
constraints to Aren production, processing, and sales and identify
interventions that will lead to/result in opportunities to support and develop Arenga pinnata specific to the situation
in North Sumatra with specific emphasis on Mandailing Natal, Tapanuli Selatan
and North Tapanuli Districts;
·
The consultant where necessary will utilize
the previous reports and materials that are available and that have explored
opportunities to support Arenga pinnata;
·
The consultant will identify and provide
technical recommendations, interventions and clear strategies that will support
SLP program interventions (increased productivity, improved market access,
improved quality with a core emphasis on: low emissions development, reducing
greenhouse gas emissions, conserving natural resources/biodiversity and
reducing pressure expansion of new land into forests);
·
The consultant will identify and provide
solutions to address key policy, regulatory, governance and business enabling
constraints that are impeding Arenga
pinnata production and competitiveness in Mandailing Natal, South and North
Tapanuli Districts;
·
The consultant will conduct an assessment and
include recommendations that consider but not be restricted too: evaluating
current physical, social, economic and cultural dynamics of Arenga pinnata cultivation in target
districts;
·
The consultant will identify and assed
potential stakeholders and champions who would (public and private sector,
NGOs, farmer groups and research agencies) support and drive any proposed SLP Arenga pinnata interventions and as well
as the overall program objectives;
·
The consultant will develop a work plan and
proposed time-line for deliverables.
Deliverables:
1.
Completion of an assessment of the Arenga pinnata cultivation systems
identifying opportunities for development appropriate to the current ‘setting’
and stakeholder capabilities. Specific
emphasis on the current situation in Mandailing Natal, Tapanuli Selatan and possibly
Tapanuli Utara Districts. The assessment
will include an analysis and recommendations that would either support or
impede the successful development of Arenga
pinnata. The assessment should
include but not be restricted too: agronomic, biophysical, socio-economic,
cultural, access political and governance, current policy, regulatory and
enabling environment, infrastructure, and other potential factors that will
need to be considered;
2.
Identify and provide technical recommendations
and interventions to support SLP aims and objectives which will be prepared as
a report. Provide an overview of
potential SLP partners and identify the respective roles, contribution and
commitments that might be possible and how this will support SLP objectives.
Working Relationship:
To
achieve the task, in addition to the counterpart listed above, the Arenga pinnata and SLP Activity Design
Consultant will have to work with but not limited to:

Government of Mandailing Natal, Tapanuli
Selatan and Tapanuli Utara
·
Relevant stakeholders (local NGOs,
communities, producers, private sector)
Minimum Requirement:
·
Relevant post-graduate qualifications relevant
work experience to facilitate the process of sugar palm (Arenga) value chain
analysis, program design and implementation.
·
Excellent communication and presentation
skills
·
Strong technical command of Arenga pinnata production
·
Strong ability to manage group process and
dynamics
·
Good command of English (speaking, reading and
writing)
·
Ability to write reports, work plans and budgets
·
Knowledge/understanding of local cultural
setting
·
Passionate with field works and able to meet
project deadlines often under difficult circumstances.
