seeks qualified Indonesian personnel for the USAID Higher Education Leadership
and Management (HELM) project in Indonesia. Position is noted below the
project background description.
Project Background:
The USAID/HELM project
was awarded to Chemonics International on November 28, 2011. Chemonics implements HELM with support from partners: the Indiana
University Alliance; JBS International Inc., Aguirre
Division; and the University of Kentucky (UKY). The five year project was
designed to support
Indonesia’s Higher Education (HE) sector in increasing its quality
and relevance through improved focus
on administration and
management capacity.
In partnership with the Ministry of Education and Culture (MoEC) and the
Directorate General of Higher Education (DIKTI), HELM provides technical assistance, training, and additional support to strengthen
the leadership capacity and increase effectiveness in the following four core management areas:
1.
General administration and leadership
2. Financial management
3. Quality assurance
4. Collaboration with external stakeholders
HELM works in close
collaboration with DIKTI and, by Year 3, partners with 50 Indonesian Higher
Education Institutions (HEI). The project
is designed to address the USAID Education sub-intermediate
result, “increased management capacity
of Indonesian Higher Education Institutions” which contributes to the
intermediate result
“improved quality of
higher education” under the over-arching
assistance objective: “students
better prepared for success in learning and work.”
TITLE: Action
Research Program and Special Initiatives Manager
Principal Duties and
Responsibilities
The Action Research Program and Special Initiatives Manager is
responsible for running the management of the Action Research Program (50%) and
managing Special Initiatives (50%).
Specific Tasks
Action Research Program
- Work closely with University of Kentucky consultants, the Core HELM team and associated Regional Coordinator to identify HEI partners eligible for the ARP activities and manage ongoing collaboration with them.
- Manage communications with selected ARP candidates in the development of their research paper and logistical support.
- Facilitate the development of case studies that document the goals, activities, and outcomes of the ARP projects, including appropriate photos, interviews and write ups that can be posted on the website and shared across the HEI network,
- Engage the Regional Coordinator(s) and other selected individuals in the mentoring program. The regional coordinators may assist with site visits when appropriate.
- In Coordination with the University of Kentucky:
- Provide support to a mentoring program that meets the needs for each HEI participant (the mentoring program needs to be approved by the DCOP).
- Provide logistical support for UKy consultants and events related to ARP, including interpreters, translation of materials, etc, as needed.
- Facilitate communications with participants so that they may be presented at the Action Research forum at the conclusion of the ARP program.
- Once ARP is completed, maintain follow up with participants to ensure implementation of ARP activities within their HEI.
Special Initiatives Activities
- In coordination with DCOP and COP, manage at least one new initiative annually that can be developed and proposed to DIKTI and USAID.
- Manager the implementation of these special initiatives as designed and appropriate.

Duration of Assignment
This is a long-term, full-time position an annual approved level of effort of no more than 260 days for each project year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The HELM project begins on November 28, 2011and ends on November 30, 2016.

Job Qualifications
- B.A./B.S. in higher education, education, or relevant field required; Master’s degree preferred
- Minimum 7 years of related working experience in higher education system.
- Experience facilitating and mentoring programs.
- Experience in monitoring and evaluating activities and reporting on progress.
- Proven experience in undertaking activities aimed at enabling higher education institutions to develop approaches, strategies, policies, and programs supportive of the sustained delivery and continuous improvement of quality teaching, research and service, particularly as it relates to ensuring the value and relevance of such programs to external stakeholders (i.e., private and public sector employers).
- Proven experience developing and fostering public-private partnerships
- Familiarity with Indonesian higher education systems, specifically National Education Standards for higher education, internal and external quality assessment systems, national accreditation and international recognition.
- Experience working with international donors or organizations preferred.
- Interest in working with a multi-cultural, international team in a dynamic and fast-paced environment
