Save the Children Vacancy: Sr. Program Officer – Road Side Safety, Bandung

Since 1919, we have been fighting for children's rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 150 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:

Sr. Program Officer  – Road Side Safety

As reported by Secretary General of United Nations in September 2013, an estimated 1.24 million lives were lost in 2010 as a result of road traffic accidents.  Road traffic fatalities have become the 9th leading cause of death in the world of according to the World Health Organization at 1.3m deaths and the leading cause of death among young people worldwide. 
The Indonesian Traffic Corps reported 31,185 fatalities and nearly 150,000 injuries from traffic accidents in 2011, although it is widely considered that there is underreporting.  Of these, 70% were motorcycle drivers or passengers and 29% of victims were under 15 years old.  Nearly 10,000 of these children died in accidents (Indonesia Traffic Corps, 2011).  These fatalities are concentrated in five of the most populated provinces- East Java, Central Java, West Java, North Sumatra, and Jakarta.

To address the issue mentioned above, Save the Children is implementing a new project on Road Side Safety in Bandung, West Java. The project going to work with several primary schools in Bandung City and working closely with District stakeholder, namely District Education Office, District Transportation Office, and Traffic Management Control.

Reports to: Sr. Manager West Java

Dimensions: the post holder will work closely with Senior Manager West Java, Finance Officer, Admin – Logistic Officer, and externally with District Education Officer, District Transportation Officer, and Traffic Management Control.

Direct reports: Program Officer & Program Assistant

RESPONSIBILITIES
  • Ensure Road Side Safety Project activities in Bandung City are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
  • With input from Senior Manager West Java and/or Advisor at Country Office level, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from Save the Children programming in Indonesia and globally.
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key cross sector district government officials (such as DEO, District Transportation Office, and Bandung TMC) and non-governmental stakeholders.  This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination.  It will also include mobilizing communities in support of this project.
  • Supported by Senior Manager West Java and MEAL Officer, he/she will provide preparation of the Baseline, Midline, and Endline Assessment of Road Side Safety project.
  • Together with Senior Manager West Java, MEAL Officer, other relevant Project Managers and with assistance from other support staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation. 
  • Assisted by Program Officer and Program Assistant ensure the procurement and delivery of all materials needed for activity both at school and in community is timely.
  • Assisted by Program Officer monitoring regular activities both in schools and communities.
  • Provide effective management and supervision of Program Officer and Program Assistant.
  • Supported by Senior Manager West Java undertake advocacy activities in policy level and other advocacy activity to ensure the sustainability of the project.
  • Provide monthly report and monthly work plan (including budget and spending report), and submit to Senior Manager West Java.
  • Prepare project report as per donor requirement and submit to the West Java Senior Manager for review and input

QUALIFICATION
Essential
  • Bachelors University Degree or equivalent in a relevant field
  • At least 7 years work experience with non-government organizations, at least some experience in managing education projects
  • At least 3 years experience around Road Safety programs with international or national NGOs.
  • Previous exposure to Road Side Safety projects is added value

Desirable
·      Knowledge and skills in methods to promote Road Side Safety improvements in primary education.
·      Proven skills to develop an implementation plan and then efficiently implement activities.
·      Demonstrated ability to write high quality reports and other project documents in Indonesian and English.
·      Proven ability to manage financial resources according to donor and organization regulations and reporting requirements.
·      Proven ability to work in a multi-cultural team.

Having experience working in urban area is preferable.
