Save the Children Vacancy: Child Protection Adviser, Jakarta

Since 1919, we have been fighting for children's rights, saving their lives and providing hope for brighter futures worldwide.  In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 150 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response.  Save the Children in Indonesia is seeking to fill the following position:

Child Protection Adviser
1 position, based in Jakarta Country Office

The Child Protection Adviser (CPA) is the foremost technical expert on child protection in the Indonesia CO. S/he works with the Program Development and Quality (PDQ) team to ensure the quality delivery of all CP programs in the development and humanitarian contexts by ensuring that they adhere to programmatic good practice and that they have strong monitoring, accountability, evaluation, and learning (MEAL) systems.  S/he has technical assistance oversight of national (multi-region) CP programs including the Families First Signature Program and children with disability project.  S/he is responsible for maintaining and developing relevant high-level contacts within the Indonesian Government, among peer organizations, and across civil society.  S/he is also responsible to identify program development opportunities and lead technical contributions to relevant proposals.  In addition, the CPA will have extensive contact with Save the Children member technical and fundraising staff. S/he is also member of the national safeguarding policy team and of the Extended Senior Management Team.

Reports to: Sr. Manager Program Development Quality
Staff directly reporting to this post: CP Research & Advocacy Specialist
Dimensions: Works intensively in 2 Indonesian provinces in the areas of child protection and targets all provinces through the Signature Program components on legal reform, dissemination of the National Standards of Care, and establishment of PDAK. Currently have two major child protection grants and seek to increase resources significantly over the next years through the Family First Signature Program. 

KEY AREAS OF ACCOUNTABILITY:

Oversight of Program Quality on Child Protection
·         Ensure that all CP projects contribute to the CO Strategy and the Save the Children global Theory of Change
·         Work with the Program Implementation unit to ensure the timely provision of consistent and high-quality technical and learning inputs to all CP programs in development and humanitarian contexts.
·         Ensure that each project has an appropriate and high-quality MEAL system that specifically articulates program results.
·         In collaboration with MEAL staff, oversee the quality of project evaluation and including baseline, mid-term, and final evaluations.
·         Ensure and support establishing the evidence base through research in all CP projects.
·         Oversee the quality and timeliness of reporting for all projects
·         Ensure the establishment and implementation of an overall CP advocacy strategy including the inclusion of targeted advocacy actions in each CP project
·         Coordinate national and local level CP advocacy actions
·         Support programs by maintaining the technical relationship and close coordination with members
·         Provide CP inputs to Annual and Multi-Annual strategies, reports, and plans

Emergency Response Management
·        Ensure incorporation of high-quality child protection programs into humanitarian response if deemed necessary by the Humanitarian Manager
·        Ensure adequate participation of trained CP staff in the Emergency Response Team

Staff Management, Mentorship, and Development
·        Support recruitment of and oversight for program implementation staff in CP projects that are directly managed/implemented by the Programs Implementation unit.
·        Systematically develop the capacity of CP staff by identifying their interests and gaps in knowledge, and then seeking development opportunities.
·        Identify and source external technical assistance for CP staff for the implementation of CP projects.

Proposal Development
·         Collaborate closely with the Sr. Manager PDQ and members to develop CP proposals within the context of the overall CO strategic plan and member interest
·         Specifically, identify relevant issues and produce concept notes that respond to gaps in CP in Indonesia as appropriate
·         Specifically, develop results frameworks/logical frameworks and detailed implementation plans for proposals
·         Contribute to establishing MEAL plans and appropriate program-cost budgeting
 
Other Duties:
·         Contribute to the overall implementation of Child Safeguarding within the CO including understanding among all field office staff
·         Support the Communications and Advocacy teams as necessary with overall CO communications and events
·         Actively participate in the Extended Senior Management Team
·         Actively participate in international Save the Children CP networks

QUALIFICATION
·         National-level expert in child protection
·         Deep knowledge of child protection issues in Indonesia
·         Ten years of CP advisory/management experience in a contractor, corporate, or NGO environment, including significant field implementation experience
  • Masters degree in development or other relevant advanced degree preferred
  • Strong network among relevant CP and social protection experts and institutions in Indonesia
  • Experience working within a complex and matrix organisation structure preferred
  • Strong writing skills including report and proposal preparation
  • Strong presentation skills including the ability to present Save the Children in Indonesia CP programs to diverse audiences
  • Experience in incorporating effective MEAL systems into programs
  • Experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • International development project management experience and skills with a proven history of delivering results preferred
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Previous  experience with and capacity in team building and personnel development
  • Ability to work effectively in a multi-cultural environment
  • Fluency in written and spoken Indonesian, strong English written and spoken skills
  • Ability and willingness to travel to locations outside of Jakarta
  • Commitment  to  and  understanding  of  Save  the  Children's  aims,  values  and principles  including rights-based approaches
