Senior Advisor
For Organizational and Capacity Development
A. Responsibilities
The tasks and responsibilities will be carried out in close
collaboration and coordination with the principle advisor of the ICCTF
Support to the Indonesia Climate Change Trust Fund
/ BMUB (including team leader and staff of all components), to whom
the senior advisor also reports. The Senior Advisor will be responsible
for leading and implementing the activities in Output 2 and 4 of the
ICCTF project in cooperation with the staff
and principal advisor
Within this context, he/she is expected to fulfill the following tasks:
B. Tasks
1. Professional Advising and Consulting
-
Supervise the development of an organizational and
institutional development for ICCTF as well as a Capacity and Trainings
Needs Assessment targeted at different stakeholders
-
Design the implementation of a capacity building
plan and strategy for the ICCTF and related stakeholders (e.g., Members
of the MWA)
-
Ensure that goals and activities in outlined the
Capacity Building Plan and Strategy are implemented and integrated into
the project structure
-
Review the Capacity Building Plan and Strategy on a
constant based to ensure that it is line with the organizational
development as well as national and international requirements (e.g., in
terms of fiduciary standards for National Climate
Funds)
-
Provide strategic advice on institutional and human resources capacity development, particularly on:
o
Institutional set-up of the ICCFT secretariat (mandate, organizational chart etc.,)
o
Capacity enhancement of staff and building a good human resources management system
-
Research on regional and international best
practices in terms of trust fund management, particularly in the context
of climate finance
- Advise
on the integration and alignment of ICCTF operations and its strategic
position in the Indonesian Climate
Finance Landscape, particularly in reference to policies and
regulations developed by the Ministry of Finance and Bappenas (incl.,
RAN GRK, RAN API)
- Assist in the development of a communication strategy targeted at external stakeholders, including its implementation
and alignment with ICCTF operations

Managing a matchmaking process between NAMA
developers (NC4ND) and finance entities (together with principal
advisor, CIM expert in ICCFT and other staff)
- Ensure the quality of the advisory processes to the project counterparts (ICCTF, BAPPENAS, Ministry of finance),
both in terms of substance (capacity building for climate finance and trust fund management) and timing of inputs
- Develop advisory concepts for the fundraising and financial strategy of the ICCTF (together with principle
advisor, CIM expert in ICCTF and staff members of the ICCTF)
- Responsible in defining terms of reference, selection, and supervision of contracted third parties in consultation
with the Principal Advisor in carrying out project/program’s activities, including performance evaluation

Conceptualize,
prepare and implement workshops, seminars, and other events on subjects
that are related to the program’s/project’s field of activities
-
Develop and organize quality assurance and proposes necessary changes, improvements, and initiatives
-
Monitor project
progress, review reports and documents concerning the progress of
collaborative programs, determine bottlenecks and recommend alternative
courses of management
action to the principle advisor of BMUB-ICCTF
2. Networking and Cooperation
-
Coordinate and
facilitate close collaboration with BAPPENAS and related stakeholders
(incl., Ministry of finance) on the development of the ICCTF and the
development
of consistent public policy framework for financing mitigation and
adaptation activities
-
Ensure smooth
collaboration with other projects and activities of other organizations,
in particular referring to UKCCU, UNDP and USAID
-
Co-operate with and ensure regular contacts,
dialogues: do Public Relations work and cooperate with donors,
applicants and beneficiaries of the ICCTF, local governments, financial
institutions, relevant organizations, nongovernmental bodies
and persons within the program’s/project’s environment as well as with
other projects in order to enhance and maintain good working
relationships

Communicate and channel local interests and aspirations and exchange ideas and information for the benefit of the program
3. Knowledge Management
-
Compile information about regional and international best practices in terms of trust fund management
-
Research and compile information on modalities for
accessing and delivering climate finance, fiduciary requirements and MRV
for financed and implemented projects, particular in the context of
Green Climate Funds and other relevant climate
funds
-
Document the policy dialogue and lessons learnt from related endeavors in Indonesia and abroad and ensure knowledge transfer
-
Develop strategies and technical concepts including
guidelines, manuals, and procedures for organizational and human
resource development, which are ready to be implied
-
Prepare reports and presentation materials
-
Formulates appropriate input for various
project/program reports including annual reports, and contributes to the
other reports required by the principal advisor and GIZ Head Office
4. Management and Coordination Tasks
-
Support general
project planning and design of the project, including preparation,
organization and moderation of planning exercises, implementation,
monitoring, quality
management, evaluation, communication and documentation
-
Coordination
of activities in Output 2 and 4 together with the principal advisor
and the team so that the objective and indicators can be achieved
-
Supervise consultants for the project
-
Prepare the budget for key events and related financial documentation
-
Monitor operational budget against funds availability for the different program components
-
In the absence of team leader, undertake appropriate actions to facilitate continued operation of the program
C. Other duties/additional tasks
§
Supports the Principal Advisor on coordination and
communication activities and performs other duties and tasks at the
request of management
D. Required qualifications, competences and experience
Qualifications
§
Masters/MSc in an area that is related to the project/program objectives, with a focus on a relevant field
§
Preferable, an educational background in either
economics, business administration and/or social sciences with a strong
background in organizational development and financial institutions
Professional experience
§
5-7 years’ professional experience, with at least 5 years’ professional experience in a comparable position
§
Being familiar of working in a development cooperation context, preferably in a finance institution
Other knowledge, additional competences
§
very good working knowledge of ITC technologies
(related software, phone, fax, email, the internet) and computer
applications (e.g. MS Office)
§
a proven track record in a managerial position
§
Strong communication skills with fluency in English, both written and spoken, are required and
§
Excellent writing, presentation and reporting skills.
§
willingness to upskill as required by the tasks to be performed –corresponding measures are agreed with management
