Position Summary
Reporting to the Country Director, the Finance Officer is the accountant of the Country Office. The job holder is responsible for administering the CO’s accounting system and ensuring consistent application of accounting principles and standards, observing internal controls designed by management, compliance with regulatory requirements and Indonesian tax policies and procedures. The job holder also provides support to reviewing fund requests and financial reports of CBM-supported projects, and occasionally conducts financial audits of projects.

Key Responsibilities
1. Financial Administration of the Country Office
- Process financial transactions daily including disbursements (e.g. consultants, vendors, utilities, supplies and materials, rentals), petty cash replenishments, tax remittances, payroll, staff liquidations etc…
- Provide input into the CO’s annual budget planning and implement the approved budget by requesting quarterly release of funds, monitoring expenses against approved budgets, and periodically providing the Regional Office with budget monitoring reports.
- Maintain Quickbooks and ensures reliability and integrity of financial management information systems and reports.
- Maintain/update back-ups both in the server and portable disks according to CBM’s record retention policy.
- Prepare bank reconciliation on a monthly basis, ensuring timely recording and/ or resolution of reconciling items.
- Coordinate with the Regional Office and other CBM units on costs chargeable to them and seek reimbursement of funds advanced by the CO for any approved reason.
- Prepare payments and banking activity.
- Monitor cash movement on a daily basis and requests timely transfer of funds to meet cash requirements.
- Review monthly financial reports of the Community Mental Health Project.
- Maintain petty cash fund and report to Country Director on weekly basis for review.
- Prepare monthly financial reports for review by Country Director.
- Generate timely and accurate financial reports for management including provision of variance analysis and information on any significant variance.
- Oversee participants per diems and transportation reimbursements during training, workshops, and other activities.
- Coordinate with external auditors during audits.
- Serve as the main resource for the CO’s audits and prepare all relevant information, report and schedule.
- Support partner’s fund request by preparing requests to the Regional Office (RO).
- Review annual financial reports of partners in collaboration with programme officers.
- Review and identify projects with financial issues and coordinate with respective program officer.
- Perform internal audit of projects in coordination with Programme Manager.
- Report any internal control deficiencies, including fraud or even the appearance of conflicts of interests to supervisors, if any, for timely resolution.
- Assist the set-up of projects financial systems when required.
- Work in coordination with designated focal persons in cases of emergency response.
- Attend to telephone calls and emails from RO, bank, staff, consultants, partners and vendors/suppliers regarding status of payments, transactions and supporting information.
- Maintain accounting files and ensure proper safekeeping of records.
- Provides support to RO Finance Officer or other CBM unit as required.
Educational Qualifications and Work Experience:
- Bachelors or higher degree with a major in Accounting
- At least three years of relevant work experience, with proven auditing and tax experience a significant advantage
- Demonstrated ability to maintain and operate accounting systems including design of budget and financial reports
- High degree of proficiency in Quickbooks and MS Word, and advanced skills in MS Excel
- High degree of accountability and integrity
- High degree of independence from close supervision
- Very good interpersonal skills including resourcefulness, assertiveness, sensitivity, tolerance and tact, particularly in dealing with clients and contacts.
- Capacity to work effectively with teams
- Pro-activeness and analytical skills
- Ability to work under pressure and to meet deadlines.
- Fluent English language skills (both written and spoken)
- Willingness to travel and work long hours when necessary
