POSITION TITLE: Lead Renewable Energy Specialist

PROGRAM SUMMARY:
The majority of Indonesia’s poor live in rural areas that are rich in natural resources, but high-impact and illegal logging, land conversion for agriculture and mining, and other unsustainable land use practices threaten the country’s ability to sustain economic growth and reduce poverty. Lack of clarity about land and natural resource use licensing and the jurisdictional boundaries of villages deters investment and impedes the Government of Indonesia’s ability to effectively manage critical natural resources.
Despite the Government of Indonesia’s efforts to address the problem, Indonesia remains among the world’s top emitters of greenhouse gases. The majority of greenhouse gas emissions result from deforestation, loss of peatlands, and other land use changes; though, emissions from energy and industrial sources are growing rapidly. Many Indonesians, especially in remote rural areas, suffer from a lack of reliable electricity or depend on expensive and unreliable diesel generation.
The Green Prosperity Project (GP Project) seeks to address these critical constraints to economic growth while supporting the Government of Indonesia’s commitment to a more sustainable, less carbon-intensive future. A primary goal of the Project is to establish a new and lasting model for developing, financing, and implementing green growth projects at the local level. In doing so, the Project aims to catalyze greater private sector investment in low-carbon growth strategies for Indonesia, spur local entrepreneurship through emerging opportunities in renewable energy and innovative land use practices, and build greater capacity and commitment among government, civil society, and the private sector to the principles of sustainable development.
The Program Management Consultant (PMC) will be a consultant to MCA-Indonesia. The PMC’s primary role will be to help MCA-Indonesia ensure that project activities under the Green Prosperity Project are carried out in a coordinated, cost effective manner and that the strategic goals and outcomes of the GP Project are achieved. The PMC will help MCA-Indonesia to ensure that all of its consultants and implementing partners are performing their duties successfully and in accordance with the requirements of the Project and the Compact, including adhering to the environmental and social safeguard requirements. The program management tools, services, and expertise provided by the PMC are intended to support the MCA-Indonesia GP management team, improve oversight and coordination across all activities and project areas, and provide MCA-Indonesia with greater resource flexibility and responsiveness.

ESSENTIAL RESPONSIBILITIES:
The Lead Renewable Energy Specialist will be responsible for assisting MCA- Indonesia with the coordination of all renewable energy activities to ensure the delivery of GP-funded renewable energy investments within cost, schedule, and process requirements. He/she will also be responsible for developing and maintaining a standard (uniform) project administration, documentation and reporting system across all renewable energy projects (hydro, PV, biogas, others) in eligible GP districts. This standard system will include functions for storage and retrieval, search and query, work flow and approval tracking and access and version control of all related documents.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Demonstrated experience managing the development and construction of small RE projects (below 10 MW) in multiple locations, including the set-up of project administration and document control systems and IT-based project management information systems.
- Master’s Degree in any one of these fields engineering, business administration, economics, environmental management, or other related field.
- 15 years of project and contract management experience involving logistically complex energy or similar projects.
- Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists.
- Excellent written and oral communication skills in English.
- Communication skills in Bahasa Indonesia
