  • Be part of a dynamic working environment. We are recruiting Program Director Economic Justice with a real commitment to gender equality and overcoming poverty. This post will be based in Jakarta for fixed term contract 12 months.
JOB PURPOSE:
  • The Program Director Economic Justice is responsible to achieve the Programme Objective of the Economic Development (ED) Program of the Oxfam Indonesia Country Strategy. Leading the implementation of the ED strategy and further development of the Oxfam joint ED program in Indonesia.
  • Ensure adequate coordination with the other Program Directors on Gender and Humanitarian, Business Development and Operations and with Oxfam at the Global and regional level. Be part of the Country Management team providing direction and strategy to achieve Oxfam?s Vision 2020 in Indonesia. Assure further internal Oxfam integration, linking and learning for the further development and strengthening of the joint portfolio on Economic Development: this includes active search and applications for external funding opportunities in collaboration with the other team and affiliates. Manage and coach the Economic Development Team coordinators and staff and ensure that staff capacity is in line with the ambition in the Economic Development Strategy. Play a key role in national influencing and overseeing the contribution to regional and global influencing work to achieve Oxfam?s Worldwide Influencing Network objectives.

  • Provides professional advice to managers on Finance, HR, Logistics and IT and administration issues. 
  • Influences the development of strategy and ensures and supports operational implementation. 
  • Develops solutions to diverse and complex problems within organizational policy Interprets and applies operational and specialist information in a variety of formats from a variety of sources. 
  • Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope. 
  • Decisions are made within professional and divisional context, to further the objectives of Oxfam and the division with reference to the external environment. 
  • The impact of this role is significant within the country program in terms of the business process being improved and simplified.
  • Implement best practice - legal responsibility - national employment laws, tax laws, etc. Influences in specific areas.
KEY RESPONSIBILITIES:
  • Provide leadership in overall strategy development and implementation of the country operational plan of the Economic Justice program. 
  • Be part of the Country Management team providing direction and strategy to achieve Oxfam?s Vision 2020 in Indonesia.
  • Play a key role in national influencing and overseeing the contribution to regional and global influencing work to achieve Oxfam is Worldwide Influencing Network objectives.
  • Provide oversight and overall coordination on the overall portfolio of ongoing contracts, partnerships, and projects in the EJ program, in close collaboration with the responsible project managers and other staff as well as with various Oxfam affiliates representatives involved in the EJ program in order to meet required objectives.
  • Be responsible for the overall integration of the Economic Justice operational plan and be accountable to the Oxfam Country Leadership Team, to Oxfam affiliates and external donors for the overall performance of the EJ program; this includes a responsibility to lead the planning, reporting and evaluation of the EJ program.
  • Assure further internal Oxfam integration, linking and learning for the further development and strengthening of the joint portfolio on Economic Justice: this includes active search and applications for external funding opportunities in collaboration with the other team and affiliates.
  • Manage and coach the Economic Justice Team coordinators and staff and ensure that staff capacity is in line with the ambition in the Economic Justice Strategy. 
  • Manage and oversee HR, administration, finances, and logistics within the EJ portfolio meeting international standards 
  • Play a key networking role in connecting Oxfam with government, development partners, private sector, and national and international level actors and donors.
  • Play a key role in assuring coordination, linking and learning towards the other main programs in Oxfam in Indonesia: Rights in Crises, and Gender Justice.
  • Ensuring all Oxfam?s work addresses gender inequality, including assisting NGOs/partners in mainstreaming gender equality in the overall program cycle (planning, budgeting, implementation, monitoring and evaluation).
  • Being the security focal point for the Indonesia program.
  • Being an effective member of the Indonesia CMT.
  • Represent Oxfam GB to the Government of Indonesia on issues related to reporting, visas and legal requirements.
  • Producing high-quality financial analysis to assist the CD and Programme Managers to take decisions.
SKILLS AND COMPETENCIES:
  • At least 5 years of senior-level management responsibilities. 
  • At least 10 years of experience in development programming and issues related to economic justice program (sustainable livelihoods, value chain development, enterprise development, natural resources management and enabling environment for economic justice work).
  • Excellent understanding and experience in policy influencing and sustainable development.
  • Masters level education in a relevant discipline. 
  • Analytical skills with knowledge and a good understanding of global, national and local development issues.
  • Sound knowledge of Development Planning, Human Resources, and Financial management and fundraising. 
  • Excellent ability to lead in complex and multi-cultural organizations.
  • Management experience in a matrix management environment.
  • Working fluency in both written and spoken Bahasa Indonesia and English. 
  • Willingness to work flexible hours and to travel frequently within the country and overseas
  • Commitment to Oxfam overall aims and beliefs, including equal opportunities and gender equity in all aspects of Oxfam work
