I.      Background
Context of the REDD+ initiative:
Indonesia is the third largest emitter of CO2 and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes more than 80 percent of Indonesia’s estimated annual emissions.

In this contexts, on May 26, 2010 the Governments of Indonesia and the Kingdom of Norway signed a Letter of Intent to establish a Partnership for REDD+ (Reducing Emissions from Deforestation and Forest Degradation) to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. REDD+ is a global mechanism which provides an opportunity for developing countries like Indonesia to move towards a sustainable green economy. For Indonesia it also offers a way to achieve the Indonesian government’s voluntary commitment to the world to reduce emissions as much as 26 percent or up to 41 percent with international support by 2020.

Committed to the cause of reducing emission, the Government of Indonesia has been designing structure of REDD+ Agency along with the funding/ grant channeling mechanism as well as monitoring, reporting and verifications (MRV). To support this, and to make a breakthrough in the field of grant channeling, the Government of Indonesia has also designing a mechanism of fund channeling for small grant related to REDD+ issues. In relations to this matter, several small grants pilot project will be conducted. The monitoring and reporting assistant will hold strategic position to support the implementation of this programme, including verifying the reporting of project implementation on the ground. The implementation of REDD+ will be an important step in the development of a green economy, and an opportunity to reform forest and peat land governance across Indonesia.

Context of this ToR

Intended to keep the momentum going after the end of the REDD+ Task Force and to continue the pilot activities that had been implemented in the Central Kalimantan Province, the REDD+ Project along with partner CSO will set up the REDD+ Green Village Programme, an integrated activity that aims to support the goal of REDD+ National Strategy. The REDD+ Green Village Programme will be conducted through series of activities including:  i) review and mainstreaming of REDD+ and sustainable development into the Village Mid Term Development Planning (RPJM Desa), ii) land rehabilitation/community forest carbon conservation, iii) CBFFM, iv) development of small scale sustainable enterprises& cooperatives, v) green education, and vi) the socialization of the indigenous community participatory mapping. These activities are interlink to each other and expected to become the foundation to foster larger scale of activities that strongly together achieve the 4 goals of REDD+ National Strategy.

In order to facilitate programme implementation, UNDP REDD+ Project is intending to engage a Village Facilitator who will be deployed to the Central Kalimantan Province. This post will be part of the REDD+ Green Village Programme and will comply with the guidance of UNDP and the Central Kalimantan Joint Secretariat.

Summary of Key Functions:
The objective of this assignment is to contribute to the smooth implementation process of the REDD+ Green Village programme in Central Kalimantan Province. The Village Facilitator will support the Programme team during field assessment and Monitoring and Reporting team during data collection process and field fact finding in Central Kalimantan Province.

II.    Scope of work:

  1. Support the programme orientation process of the targeted villages, including engage with the community and village leaders about the programme to obtain their support and consent. 
  2. Assist the programme team during field data collection and monitoring mission and verified field data.
  3. Asist the Joint Secretariat Team in capacity building and knowledge sharing activities of the targeted villages.
  4. Support REDD+ Programme in Central Kalimantan not limited conducting the preliminary activities supporting the development of small scale enterprises & cooperatives.
III. Academic Qualifications: 
A first-level university degree (Bachelor’s degree or equivalent) in Forestry, Environmental Science, Economy or Social Sciences.

Years of Experiences
  1. Minimum 4 years of experience as facilitator and interest in the environmental issues and related policy matters.
  2. Knowledge on community development and livelihoods (including small scale enterprises and cooperatives)
  3. Strong facilitation skills and provision of training.
  4. Ability to communicate information to a diverse range of people
  5. Ability to work collaboratively with colleagues to achieve organisational goals
  6. Having exposure to the project monitoring and reporting process
  7. Demonstrated knowledge of climate change, forest or REDD+ issues is an advantage
  8. Having experience in liaising and communicate with local community, government officials and/or activity implementer in Central Kalimantan as an advantage.
IV. Language Requirements:
 
Fluent in written and spoken Indonesian and working knowledge in English

Other requirements:
In addition to the scope and output stated above, the incumbent will be required to undertake other ad-hoc tasks that may arise during the contract period. These tasks will be delegated by the incumbent’s Work-stream Coordinator who will ensure that these ad hoc tasks do not impede on the incumbent’s ability to meet contractual obligations/deliverables.
 
All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of the UNDP REDD+ Project and are required to be submitted to Knowledge Management System for archiving.
