Position Title: Field Coordinator Community Development/Livelihood Project

Location: Position will be based in field area of , Central Kalimantan.

Contract Dates:  The contract for this position will be for 12 months starting March 2014 and continuing through February 2015. It is anticipated that a follow-on multi-year project will commence from 2015.

Employer: The position is being offered by a reputable development organization with a lengthy implementing history.

Project Summary:
The hiring organization will be responsible for the community component of a multi-facted project. Currently the project is entering an expansion phase in which the hiring organization will be responsible for working with communities, assessing development needs and collecting baseline data, providing livelihood development training and communicating overall objectives and implementation modalities of a multi-faceted project to communities in project area  in preparation for an expected longer term community development project.

Position Summary:
The Field Coordinator will be responsible for overseeing all aspects related to project implementation including:
  • Leading the community development/livelihood project team; 
  • Providing livelihood training
  • Liaising with partner agencies;
  • Developing work plan and coordinating implementation of the project with all team members;
  • Representing hiring organization in the project area;
  • Maintaining good communication and relationship with different stakeholders in the project area (e.g. community, local government etc.);
  • Maintaining the project quality through project deliverables and Monitoring and Evaluation (including regular reporting to Project Manager in Jakarta);
  • Contributing to project design for future phases.
Duties and Responsibilities :
Throughout the life of the program:
  • Manage a team of Field Staff as they conduct trainings and implement other activities at the district level;
  • Coordinate closely with donor and provide support to activities that donor oversees directly; 
  • Provide guidance, mentoring and oversight to ensure the effective implementation of activities by project team to achieve stated goals and objectives, within budget parameters and according to the time bound work plan;
  • Lead and responsible to provide logistic support to team, as well as to donor and other visitors affiliated with the donor; 
  • In conjuction with Senior Trainer make regular site visits, update implementation plans,  monitor implementation of activities in the project district;
  • Represent the program to donors, authorities, local partners, and other stakeholders;
  • Foster relationships with local authorities and other stakeholders to ensure program buy-in;
  • Lead data collection efforts including livelihood assessments and baseline survey; 
  • Analyze data and draft quarterly and annual reports, both for financial and narrative reporting;
  • Liaise with other relevant stakeholders and institutions at district and national level.
  • Coordinate closely with Program Manager to ensure that field issues are brought to attention quickly (through the Early Warning Response Reporting System and through other regular communication), and that recommendations and other information is sufficiently provided to enable Program Manager to effectively coordinate with and report to donor.  
Qualifications and Requirements:  
  • Project management experience including solid coordination, organizational, financial, reporting (financial and narrative) and M&E skills are essential for this position; 
  • Demonstrated ability to manage a multi-faceted project; 
  • Ability to communicate well in written and spoken English is required; 
  • Computer literacy and good reporting skills, preferably in English (database entry/data management skills are a plus); 
  • Strong team player with experience working with a variety of people/stakeholders and excellent interpersonal skills; 
  • Experience in facilitation, training and organizing work;
  • Experience with collecting and managing data;
  • Experience liaising/coordinating with local government preferred;
  • Conflict mitigation/mediation skills preferred;
  • Experience with community level livelihood development work (familiarity with value chain, business development support, cooperative development, microfinance etc. is also valuable);
  • Self-motivated, independent, and willing to live and work in a remote area;
  • Experience with natural resource management programming preferred;
  • Commitment to community development and human resource development in remote area in Kalimantan;
  • Preferred to have a motorcycle license and be able to ride a motorcycle in remote areas and also willing to travel by boat;
  • University degree, ideally in education, development, or management related field.
Compensation:  Commensurate with experience.
