Children currently works in eleven provinces, has staff of
approximately 150 local professionals, and programming in Child
Protection, Education, Health and Nutrition, Disaster Risk Reduction,
and Humanitarian Response. Save the Children in Indonesia is seeking
to fill the following position:
Education Officer – BISA Project
1 position, based in Bener Meriah
Code : EO-BISA
The Education Officer will
work under the direct supervision of Deputy Program Manager to support
the overall project management and implementation of all activities in
16 ECCEs in Bener Meriah, Aceh Province. S/he will
be responsible for the financial, programmatic implementation and
monitoring of all project activities, and the development of the project
work plan. S/he will ensure that all activities included in the
implementation plans are implemented and literacy outcomes
are assessed. Build service provision capacity of ECCE management
services in target villages and mobilize communities / local governments
to support ECCE services in a sustainable. S/he will be engaged in
research and MEAL activities which will inform project
plans for each of the target locations. Education Project Officer will
also coordinate the provision of essential materials to ECCE facilities
Reports to: Deputy Program Manager – Aceh Program
RESPONSIBILITIES
Research, Planning and Reporting
- Participate in the design and implementation of all MEAL activities related to the ECCE component of BISA Project;
- Ensure Target BISA project activities in Bener Meriah district are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
- With input from outside technical experts, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from Save the Children programming in Indonesia and global. Special emphasis will be placed in coordinating with Save the Children outside technical experts who will support the Target BISA project.
- Based on the information obtained through research and MEAL, and in coordination with team to produce regular plans for the activities aiming to develop ECCE with good quality services.
- Provide regular progress reports highlighting achievements against plans, challenges to implementation and recommendations for the component performance improvement.
- Ensure the day to day management and reporting of project financial resources is in accordance with donor regulations and SCI policies and procedures.
- Ensure timely submission of activity, financial, and monitoring reports in accordance with the Literacy Boost project MEAL framework, donor requirements, and SCI requirements.
- Ensure that there is close coordination with other Save the Children projects in Bener Meriah district.
Collaboration With Stakeholdres
- Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders. This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination. It will also include mobilizing communities in support of this project.
- Work with communities to identify community volunteers to serve as volunteers teachers.
- Organize community leaders to established and mentoring village ECCE service, and committees
- Mobilize parents to participate in parenting class and school teaching services.
Development of capacity of ECCE to deliver quality of teaching.
- In coordination with team, provide regular on the job training to ECCE teachers, data recording, monitoring attendance and beneficiaries count both gender
- Facilitate regular use of ECCE services including provision of ECCE services.
- Manage the process of transfer of basic equipment/materials to ECCE , accountability and transparency during the process
- Conduct ongoing on-site monitoring of ECCE to ensure proper use of equipment and application of teachings method
- Together
with Program Assistant and with assistance from other staffS, develop
an effective monitoring, evaluation and reporting system (including
documenting activities) to ensure the effectiveness of project
implementation. This will include facilitating
the baseline and end line project.
Awareness raising, government engagement and advocacy - Together with other team members, implement awareness raising campaign on Child Rights, importance of children's early years and other ECCE related issues;
- Together with Deputy Program Manager & Program Manager work with local government, local NGOs, and community structures to advocate for better services of ECCE services
- Attend relevant sector for to identify opportunities for advocacy and ensure that BISA is adequately represented;
- Ensure documentation and dissemination of best practices and ECCE tools developed;
Other Functions - Participate in the situational / needs assessments required for the development and implementation of future programs in other sub district target area.
- Participate in training events as facilitator / trainer
- Perform any other related duties that may be assigned by Deputy Program Manager
QUALIFICATION
- Bachelors University Degree or equivalent in a relevant field
- At least 3 years work experience with non-government organizations, at least some experience in managing education projects
- At least 2 years of experience in ECCE sector and community mobilization
- Knowledge and skills in methods to promote improvements in early ECCE
- Proven skills to develop an implementation plan and then efficiently implement activities
- Demonstrated ability to write high quality reports and other project documents in Indonesian and English
- Proven ability to manage financial resources according to donor and organization regulations and reporting requirements
- Proven ability to work in a multi-cultural team
- Effective verbal, presentation and listening communication skills
- Good interpersonal skills
- Good English, Indonesian, both written and verbal
- Computer literate
- Ability to travel and work under pressure
- Commitment to and understanding of Save the Children's aims, values and principles
- Good understanding of conflict-sensitive programming
