Brief Overview of our Programme in Indonesia
The IR programme in Indonesia was first established in 2003 with a focus on integrated development in Banten Province.
In the aftermath of the devastating Tsunami, IR initiated a large-scale
humanitarian relief and recovery programme which continues to remain in
operation albeit now with a growing focus on sustainable development.
It was about the same time that IR also extended its developmental
activities to other parts of the greater Java island including Sukabumi
in West Java and East and West Lombok in NTB Province. Later in October
2009, IR expanded its geographic coverage to provide emergency relief,
livelihoods recovery and DRR related support to earthquake victims in
West Sumatra. The agency is presently implementing multi-sectoral
emergency relief, recovery and development interventions in Aceh
Darussalam and West Sumatra with the intention to re-establish programme
activities in NTB (Lombok) and West Java.
The main sectors of interventions in Indonesia are health, disaster preparedness, education, shelter, livelihoods and orphans’ support. The geographical areas of operation are Aceh, West Sumatera, and West NusaTenggara provinces.

Community Resilience Coordinator

The frequency by which quick and slow onset disasters have occurred in Indonesia demand an increasing focus on preparedness and resilience building. Consequently, this position is being created for leading and championing approaches that will increase the level of preparedness, engagement and resilience across disaster prone communities in Indonesia.
Working collaboratively with local authorities, government agencies, businesses and communities, the post holder will develop and influence programmes of work that provide public education; strengthen community resilience; develop and engage with online communities, and develop the region’s capacity to engage with volunteers.
The Resilience Coordinator will work with a range of agencies and communities of interest to foster enduring relationships that will result in increased preparedness and the ability for communities to effectively recover from emergencies.
This position has two major purposes. The first is to coordinate the implementation of the Community Resilience/DRR program in Indonesia. The second is to provide technical support and overall coordination to mainstreaming of DRR into Country and Field Offices, targeted communities and Islamic Relief Worldwide programming within the broader region.

KEY RESPONSIBILITIES:
Strategy
- Provide technical support to Country and Filed Offices in formulating Community Resilience/DRR strategies and corresponding DRR capacity building plans and identifying opportunities for linking relief with recovery and development.
- Coordinate implementation of Country Office Community Resilience/DRR strategies
- Directly responsible for the formulation and implementation of all projects activities emanating from Community Resilience, DRR and Seasonal Programme.
Management
- Ensure Community Resilience Project activities are operating within the approved budget and reported to HQ and Donors.
- Collaborate with National level Community Resilience Project Coordinators (BNPB/ BPBD) to assist with project implementation including assessments, planning, monitoring, reporting, documentation and evaluation.
- Provide technical backstopping to field projects and counterparts
- Coordinate the compilation and writing of the project reports to Head Quarter (HQ).
- Coordinate the effective implementation of the DRR (specific points related to community resilience). This includes planning, implementation, monitoring, reporting, documentation and evaluation.
- Ensure that the Country Director is kept informed at all times through regular reporting of the project accomplishments, critical issues, challenges and status
- Formulate funding proposals to sustain and expand Community Resilience Programme
Operational & technical support
- Coordinate the Program Coordinator and community resilience team in the development of a cadre of regional community resilience specialists based in Country office and Field Offices in alignment with the community resilience strategy and project and capacity needs.
- Communicate with BNPB/ BPBD and climate change advocacy issues to the broader partnership Communities of Practice. (Advocacy and others).
- Support Country Office and Field Offices in linking with and accessing appropriate DRR partners to enhance program impact, reduce disaster risk and enhance funding opportunities and access.
- Participate in and facilitate lessons learned processes and programme evaluations for Community Resilience Project and DRR mainstreaming.
- Coordinate the development of an appropriate DRR approach and mainstreaming guidance for Country Office and Field Offices in Indonesia Region.
Capacity building
- Assist Country and Field Offices to conduct hazard, vulnerability and capacity assessments in all targeted communities.
- Enhance DRR integration and capacity through support to national office staff throughout the Indonesia region: remotely and by on-site visits to review project progress against goals, action plans and budget.
- Contribute to the development and implementation of an integrated regional capacity building plan to ensure Community Resilience/DRR integration.
Knowledge management
- Ensure community resilience/DRR learning events in Indonesia Region are well documented and utilized to inform community resilience/DRR programming, and disseminated for mutual and strategic learning internally and to the wider humanitarian community where appropriate.
- Encourage mutual learning between Country Office within the Project Areas
Quality assurance
- Coordinate with Program Coordinator and Country Director to implement (assigned) projects within the stipulated time, budget and quality standards (according to project and log frames)
- Ensure that IR’s emergency repose activities comply with internationally recognized standards (Red Cross, SPHERE etc)
- Promote a research agenda that highlights and demonstrates Islamic Relief Worldwide credible voice in effective community resilience and DRR, programme effectiveness and organizational development.
- Support Country Office and Project Areas in community resilience and DRR advocacy in alignment with policies, protocols and standards including integration within Citizen Voice and Action.
Internal liaison and coordination
- Participate in partnership forums, working groups and networks that have a direct impact on the management and implementation of the Community Resilience Program.
- Coordinate with the BNPB to promote integration
External relations
- Coordinate external relations with peer organizations on a regional level (national external relations are managed by country project managers
- Maintain external relations with key international learning and research institutions including the Global Network for Disaster Reduction to enhance organizational learning
General
- Work closely with the members of the Advocacy team and other functions within the region promoting mutual learning, support and accountability.
- Perform any other tasks assigned by the Program Coordinator.
Knowledge, skills & abilities:
Required:
Minimum of 3 years in project management experience and/or expertise in disaster preparedness and risk reduction strategies and practices
Language:
• Fluency in English (written and spoken)
Disposition:
• Flexible & Patient
• Ability to work on your own initiative as well as a part of a team
• Sympathetic with aims & objectives of Islamic Relief
• Empathy with & understanding of the basic teachings and values of Islam.

Required:
- Bachelors degree in Development Studies, Social Science or any relevant field
- Strong interpersonal, collaborative, negotiation, networking, coordination and organizational skills (project management)
- Critical thinking, analytical, research skills
- Excellent oral and written (English) communications skills
- Experience in enabling group or team to achieve results
- Work experience in Emergency Management
- Experience in conducting research studies
