is looking for a suitable candidate for the position of National
Project Manager - M & E and Knowledge Sharing Specialist (MAMPU
Project). More details are described below.
Background
The MAMPU Access to Employment and Decent Work project is
designed to promote economic and social empowerment of women through strategies
that strengthen women’s access to and equitable involvement in formal
employment in Indonesia. The Project will work with various institutions and
organisations in Indonesia to strengthen the capacity of key stakeholders to
promote the Project’s objectives – to strengthen poor, vulnerable and marginalised
women’s access to employment and equality in employment.
Specifically,
the Monitoring and Evaluation and Knowledge Sharing Specialist shall lead the
Project’s monitoring and evaluation of activities and sharing of information,
lessons learned and good practices. The incumbent shall conduct routine and
adhoc monitoring and evaluation of project partner activities as well as
provide capacity building support to implementing partners to improve their
reporting and address issues encountered during monitoring missions. The Specialist shall also lead the Project’s
activities in terms of knowledge sharing and facilitating workshops and events
to promote knowledge sharing among partners.

These responsibilities fall within the broader MAMPU project
objectives of economic and social empowerment for target beneficiaries.
Economic and social empowerment of women workers will be pursued through the
following strategic interventions:
-
Strengthening
the organisational capacity and representation of targeted vulnerable women
workers;
-
Supporting
women to transition from informal to formal employment;
-
Strengthening
the ability of partner civil society organisations to provide services and
facilities to women to reduce barriers to decent work in the formal sector;
-
Supporting
employer incentives to empower women and implement better working conditions
and innovative employment responses; and
- Influencing
and strengthening national and local policies, programs and laws to promote
women’s economic empowerment and equality.
The main
areas of intervention of the project will take place through a series of pilot
projects. Pilot projects will include:
(1)
Supporting home based workers
to formalize and access better working conditions and livelihoods;
(2)
Strengthening the ability of
trade unions and women’s organisations to organize and better represent women’s
rights and interests at work;
(3)
Technical assistance to
employers to support decent work for women and substantive equality in terms of
labour market outcomes; and
(4)
Supporting women’s
cooperatives and groups to provide accessible childcare services and other
facilities to enable poor women to access or return to employment.
These pilot
programs have a strong focus on institution building of local project partners
to strengthen the visibility, representation and social and economic
empowerment of women workers in Indonesia. In addition to these pilot programs,
the project will support policy reform and provide programme support at the
national and local levels to promote a more conducive environment for women to
access formal employment. Awareness raising and advocacy on principles of
equality and non-discrimination in employment will also be promoted.
Supervision
The National Project Manager will be supervised by the Project
Technical Chief Advisor (CTA)
Specific duties and responsibilities
- Conduct routine monitoring and evaluation of Project activities and activities of Project partners as per M&E framework and M&E plan for the MAMPU Project. This includes missions to project sites to monitor and evaluate activities and progress towards achievement of Project outputs as well as identification of areas where technical support to Project partners is required.
- Ensure timely delivery and quality of program reports from implementing Project partners and provide technical assistance to Project partners where necessary to improve capacities for monitoring and evaluation and reporting.
- In consultation with the Project team, identify case studies and qualitative material to report on.
- Draft and ensure timely delivery of reports on Project progress to the donor and Managing Contractor.
- Respond to requests for information from MAMPU and CoWater and other Project stakeholders.
- Maintain and administer the management information system (MIS) and routinely analyse and aggregate field reports, M&E results and lessons to be learned to prepare reports and recommendations
- Perform data analysis and organize regular formal and informal knowledge sharing events to share information with project management, MAMPU partners and stakeholders for improving performance, impacts, scaling-up and influencing other key stakeholders.
- Liaise with and seek out opportunities to collaborate with DFAT MAMPU Partners in the implementation of Project activities.
- Coordinate with and provide technical support to national project officers in Medan and Surabaya for all project activities.
- Participate in the organisation of project conferences, seminars, workshops, training sessions and meetings.
- Assist the CTA in preparing budgets, technical briefs and reports on project status, including achievements, persistent challenges and contributions.
- Undertake missions to project sites with project officials and/or stakeholders.
- Draft and translate into Bahasa Indonesia, various project documents, statements or other public information.
- Contribute to knowledge sharing for all project activities within the ILO Jakarta Office, with MAMPU partners and relevant ILO units and departments.
- Perform
other duties as may be assigned by the CTA or ILO Country Director for
Indonesia and Timor Leste.
Qualifications requirements
Education - First level university degree in a relevant
field.
Experience
- At least 5 years of professional experience in project implementation,
management and monitoring and evaluation of interventions.
Languages - Excellent command of
English and Bahasa
Competencies
- Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices.
- Good knowledge of the role and operations of UN system activities for development.
- Knowledge of the office’s financial rules and regulations.
- Knowledge of office-wide activities and priorities.
- Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
- Excellent drafting skills.
