GIZ Vacancy - Advisor on Bureaucracy Reform, Jakarta

The Programme “Transforming Administration-Strengthening Innovation” (Transformasi) is implemented jointly between the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the Indonesian Ministry for Bureaucracy Reform (BR), the Ministry of Finance and other stakeholders. It aims to achieve a clean, efficient, accountable and service-oriented public administration, which is a huge challenge considering there are over 6 mio. public servants.

The Programme focuses on the following topics:
  • Selected priorities of BR-reform: Open Recruitment, civil service professionalization, remuneration management
  • Fiscal impacts and financing of reforms. 
  • Ensuring Citizen-Orientation of BR reform with a focus on open government 
  • Knowledge management: creation of a subnational innovation hub on BR reform and public service delivery.
While GIZ already has experience in the area of Public Finance and Bureaucracy Reform the focus has been mostly at subnational level. We are now looking to increase our engagement with bureaucracy reform at the national level and are looking for Advisor on Bureaucracy Reform (m/w)
 
Main Responsibilities
§  Professional advice and technical input to the Ministry of Bureaucracy reform for internal capacity development.
 
§  development and implementation of a socialization strategy on bureaucracy / civil service reform using different media. 
 
§  Supporting KemPAN BR in the institutionalization of integrity management, creating the necessary mechanisms and capacities for its implementation.
 
§  development and implementation of a strategy for outreach of integrity management for the public sector as a whole, in close cooperation with relevant stakeholders.
 
Required Qualifications and experience
§  Master studies in an area that is related to the programme objectives, preferably Public Policy, Administrative Reform or Human Resource Management.
 
§  5years’ professional experience, with at least 3 years’ professional experience in a comparable position related to the abovementioned areas of responsibility.
 
§  Good knowledge of capacity development methods and instruments.
 
§  very good working knowledge of ITC technologies (related software, phone, fax, email, the internet, other media) and computer applications (e.g. MS Office)
 
§  masters english fluently  written and orally
 
§  willingness to improve knowledge according to the tasks to be performed .
