Vacancy in Arbeiter Samariter Bund : Project Manager Community - DRR, Mentawai

Arbeiter-Samariter-Bund (ASB) is one of Germany’s oldest and largest social welfare organisations with over 200 offices and a membership of 1.2 million. ASB has been working in Indonesia in partnership with the Indonesian Ministry of Home Affairs since 2006.

ASB Indonesia’s mission is to empower communities to be resilient and self-reliant through an inclusive whole-of-community approach. The provision of technical assistance to government implementing partners is also a core focus of our work. ASB’s Indonesia Office is an innovator in the delivery of large-scale community and school-based DRR projects and is a co-founder of the DiDRRN network www.didrrn.net The office is actively engaged at the policy level regionally and internationally with a focus on ensuring inclusion post-Hyogo Framework for Action (HFA2).

ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Project Manager/Team Leader: Community-based disaster risk reduction

Location: Mentawai Islands, West Sumatra, Republic of Indonesia.

Duration: 24 months (provisional)

Start: March 2014

Project outline:

The project builds on ASBs experience of delivering practical earthquake-preparedness solutions to all primary schools in the Mentawai islands and a pilot project establishing the first recognised ‘Resilient Villagein the Mentawai.

The aim of the project is to implement comprehensive community-based disaster risk reduction (DRR) activities in select at-risk rural communities in the Mentawai islands, West Sumatra. The project is co-funded by the German Federal Foreign Office and is to support roll-out of the national Resilient Village (Desa Tangguh) programme. Components are to include training and outreach (including practical DRR; First Aid; Logistics; SAR); minor preparedness/mitigation works; end-to-end communicationestablishment and/or improvement; village level disaster management and contingency (earthquake/tsunami) planning and formalisation.

Core responsibilities:
  • To manage team to effectively plan and deliver agreed project outputs.
  • Ensure financial and contractual compliance.
  • To motivate, inspire and develop team skills and capacities.
  • To provide technical assistance and supervision to team.
  • Prompt identification and mitigation of emerging issues/risks.
  • To ensure safety and security of team at all times (n.b. earthquake prone area; boat travel)
  • The position reports to the Programme Manager and Country Director and is to collaborate closely with the Finance and General Affairs Manager in-country.
Minimum qualifications:
1. Relevant advanced degree (e.g. disaster management; development studies or similar).

2. Minimum 5 years of relevant demonstrable experience.

3. Sound understanding, and proven delivery, of practical DRR solutions in collaboration with a range of stakeholders.

4. Solid team management and financial management skills.

5. Track record of team development through formal/informal approaches.

6. Critical understanding of participatory tools/methods and their relevance/application to DRR.

7. Commitment to the principles of inclusion and meaningful participation among, and between, different stakeholdegroups.

8. Knowledge of the Indonesian DRR context and the Resilient Village programme a key advantage.

9. Bahasa Indonesia language skills preferred.

10. Excellent communication, monitoring, evaluation and reporting skills.

11. Ability to collaboratively develop and apply creative and practical solutions with minimum supervision a necessity.
