USAID - IUWASH Vacancy: Micro Finance and SME Coordinator, Jakarta

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. 

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  1. Mobilizing demand for WatSan service delivery; 
  2. Improving and expanding capacity for WatSan service delivery; and
  3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH need high caliber incumbent to fill the positions of

Microfinance and SME (Small & Medium Enterprise) Coordinator, based in Jakarta, code (MF&SMEC-JKT)

National Microfinance and SME Coordinator will coordinate the overall IUWASH microfinance and SME program within IUWASH and with stakeholders at Regional and National level. Her/his responsibilities will include, but not be limited to the following:

1)    National Coordinator for Microfinance for Urban Water Supply , including:
  • Examine and pilot new approaches for using microfinance to increase access to water supply in close collaboration with PDAM and regional teams, including:
    • The use of marketing agents to expand microfinance for water supply connections;
    • The use of internal cash flow of PDAM to pre-finance micro finance connections
  • Overseeing and coordinating relevant national initiatives and stakeholder relationships, especially with Bank Syariah Mandiri (BSM), Bank Rakyat Indonesia (BRI) and other national partners (like water.org,, etc);
2)    National Coordinator for Microfinance & SME for Sanitation (individual systems):
  • In close collaboration with IUWASH Regional teams, identify and assess existing SME which could support IUWASH programs on increasing access to improved sanitation facilities
  • Support Regional teams to facilitate partnerships between SME and other local stakeholders
  • Strengthen capacity of selected SME partners for sanitation infrastructure construction, including organization, operation, planning human resources, promotion/marketing, financing
3)    General National Coordinator function including:
  • Maintaining regular communications with all relevant Regional Specialists and serving as the primary resource to them in the planning, design, and implementation of regional activities (including assisting in work planning, Scope of Work development, relevant procurement actions, quality control, troubleshooting and client relationship management)
  • Regularly reporting to supervisors and relevant Regional Coordinators on progress, issues encountered in Micro Finance and SME strengthening and proposed follow-up actions;
  • Identifying and sharing new initiatives, methods and approaches between Regional Teams;
QUALIFICATIONS
  • A minimum of a S1 Degree, with an S2 degree preferred. Relevant fields of study include business administration, finance, or economics. 
  • At least eight years of experience in the finance & banking sector, with a preferred focus on micro-lending and small-medium enterprise development. Experience in the water supply and/or sanitation sector is also a plus.
  • Proven experience in undertaking activities aimed at improving the lives of poor communities in urban settings, particularly through the use of micro-lending and economic development. 
  • Demonstrated understanding of project management and reporting. 
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed 
  • Strong English writing and speaking skills
