TERM OF REFERENCE
FINAL EVALUATION OF CMDRR PROJECT- PHASE 3
CARITAS KEUSKUPAN SIBOLGA (CKS) - NIAS
 
 
1. PROJECT BACKGROUND
 
In relation to disaster risk reduction, vulnerability content of Nias is severally high. 28 March 2005 earthquakes caused 54% of the population became displaced persons. Nias total loss due to tsunami 2004 and earthquakes 2005 was US$ 392 million or equivalent with 200% of all Nias’ development budgets in 2002 (the total APBD Nias and Nias Selatan 2002 was US$ 996 millions. Localized pattern of hazards such as flash flood, landslides are increase and no national level scientific tools can be instrumental to provide early warning to these hazard occurrence but weather forecast could trigger those hazards. As same as the landslides and flash flood it is also impossible to provide early warning of earth quack. Having early warning of prominent hazards thus absolutely depends upon the indigenous signs and localized systems of forecast and dissemination; not developed yet.

To build community resiliency toward disaster, CKS preferred to apply Community Managed Disaster Risk Reduction (CMDRR) approach in Nias. For a new born organization; facilitated by International Caritas Organizations to implement relief and reconstruction activities after tsunami of 2004 and earthquake of 2005, the CMDRR project was the first structured developmental project of CKS in the year 2007. After piloting an 18-month small scale project, and based on learning and experience gained; in collaboration with Sibolga Diocese and its 7 parishes, for a period of three years CKS extended the project covering 17 communities. Despite serious difficulties of having skilled local staff for implementing and managing CMDRR approach, CKS moved forward with the project in achieving goal of establishing community organizations and facilitating them to asses,  plan and implement  DRR activities in the communities.

The CMDRR pilot project and the CMDRR phase 2 had been implemented and evaluated by external evaluator. To follow up some important lesson learnt from the evaluation finding, CKS then decided to continue the project implementation to CMDRR project phase 3. The goal of the project is “risk of being affected by disaster has been reduced in the life of project communities”. The project goal is classified into 4 broad objectives as listed below:
  • 11 inclusive project communities consist of 947 household and 4694 population are more resilient to cope with disaster
  • The capacity of 6 parishes in emergency response preparedness have been developed
  • DRR issue has been mainstreamed in 4 communities of livelihood and health project of CKS; volunteers of CKS social division
  • Awareness on emergency preparedness among urban people of Gunungsitoli has been raised
The above broad objectives  are specified into 8 specific objectives as mentioned below:  
  1. Emergency response preparedness at family and community in relation to earthquake, tsunami, flood, flash flood, landslide has been improved (COMMUNITY PREPAREDNESS)
  2. Capacity of CKS and 6 parishes in responding emergency situation increased (PREPAREDNESS IN CKS & 6 PARISHES OF CO's)
  3. Awareness on emergency preparedness among people in Gunungsitoli urban area increased (PREPAREDNESS IN GUNUNGSITOLI)
  4. Mitigation measures to protect forces of flood and landslide improved (MITIGATION IN CO)
  5. Family and community level practices is contributory to prevent flash flood and landslide improved (PREVENTION IN CO)
  6. A sustainable process of DRR at the communities has been established (ORGANIZATIONAL DEVELOPMENT IN CO)
  7. Socio-economy vulnerability for the most marginalized population decreased (LIVELIHOOD IN CO)
  8. Integration of DRR into the existing project communities of other CKS projects: livelihood, health and social has been improved (DRR MAINSTREAMING IN CKS 
2. PURPOSE AND OBJECTIVE OF FINAL PROJECT EVALUATION
The main purpose of the final project evaluation is to examine whether the project is in track to reach its intended objectives, finding out gaps if any, draw lessons, suggest recommendation for better implementation. The specific objectives are:
  • To evaluate the relevance of project intervention in term of community needs and local culture.
  • To examine the implementation standard in terms of quantity, quality, target and achievement.
  • To examine the effectiveness of strategy applied in terms of applicability and generation of intended effects.
  • To see the efficiency in relation to input provided and output created; in term of project management and partnership with parishes.
  •  To see the impact that the project has been created so far
  • To examine sustainability potential.
3. METHODOLOGY
Simultaneity of review and learning: The fundamental approach of final evaluation of the project should be participatory in nature by which staff of the project team and other programs of CKS have continuous learning. However, the neutrality and objectivity of the final-study will be controlled by the external evaluator.
 
Development of design: Grounded on the objectives, the evaluation should proceed based on clearly defined framework, tools and data gathering/ generation tools.

Sampling: For the selection of sample, both purposive and random method can be applied. At the level of community, among 11 communities covered by the project 30% communities should be included as representative samples that can be selected random basis. Considering the availability, communication feasibility and time limit, purposive selection methodology may be applied to select other stakeholders included project staff, and parish priests

Data generation and gathering: In data generation and gathering, the evaluator will conduct an extensive review of documents. Data gathering/ generation tools should be developed and decided by the evaluator which may include:
  • Key Informant Interview
  • Informal discussions and dialogue with community members
  • Focused Group Discussion (FGD)
  • PRA sessions with community organization/ female SHGs
  • And direct observation of work samples and outcome
Data consolidation, analysis & findings development: The evaluator will consolidate data and develop finding base on evaluation objectives stated earlier.

Feedback generation, validation and articulation: An intermediary presentation of primary findings should be done in which CMDRR project team and senior management staff will participate.

Preparation and Submission of Evaluation Report
The evaluation will submit a draft report to the CKS management before finalization of the report. The report should include both quantitative and qualitative information include following structure.

5. TIME SCHEDULE
 
The evaluator will maintain following time schedule:
  • The selected evaluator should submit the evaluation framework and data tools by 4 March 2014 
  • Conduct data generation field activities on March 9-14, 2014 
  • Sharing of major finding with project team and CKS Management on March 15, 2014 
  • Submission of draft report on March 21, 2014
  • CKS team provide input on the draft report on March  24, 2014 
  • The evaluator submit the final report by March 28, 2014
6. PROFILE AND QUALIFICATIONS
  • Highly required: Experience and understanding of Community Managed Disaster Risk Reduction Project in remote project site both Nias and Tapanuli
  • Highly required: Understanding on working within a Catholic church context
  • Highly required: Experience at grass root community empowerment and development
  • Highly required: Experience of evaluation with quantitative and participatory methods.
  • Highly required: Willingness to work in an isolated environment with very basic living conditions, field visits will include travelling by motorbike and hiking
