EMPOWERING INDONESIAN WOMEN FOR POVERTY REDUCTION (MAMPU):
REQUEST FOR TENDER
“STUDY ON POLICYMAKING IN INDONESIAN DISTRICT PARLIAMENTS”
The Empowering Indonesian Women for Poverty Reduction (MAMPU) Program, an initiative funded by the Australian Government
Department of Foreign Affairs and Trade (DFAT), is seeking a highly qualified firm or individual(s) to undertake a
Study on Policymaking in Indonesian District Parliaments.
The MAMPU Program
aims
to improve the lives of poor women in Indonesia by strengthening gender
interested organisations and parliamentarians in order to influence
government policies and services. The program
supports a selection of national and sub-national women and
gender-interested organisations and their local partners to forge
coalitions with others within the public and private sectors. Working
through multi-stakeholder processes, the organisations will
analyse constraints, identify and test solutions, work with the media,
and use an evidence base to advocate for change.
Component
Two of the MAMPU program will work with male and female gender advocate
parliamentarians and women’s parliamentary caucuses to advocate for
reform within government.
The proposed study will aim to provide an understanding of the complex
set of interactions that inform policymaking at the local level, with a
particular focus on the factors which prevent or enable MPs to advocate
for pro-poor gender reforms. The selected
firm/individual(s) will conduct a political economy analysis in two
Indonesian district parliaments and their policymaking processes in each
of the three Indonesian districts respectively (Eastern, Central and
Western Indonesia).
