1. DESCRIPTION / BACKGROUND OF PROGRAM
Among the
200 million people around the world actively seeking work, a
disproportionate share - 75 million - is under the age of 25. Save the
Children is working to help reverse this trend to improve the prospects
for today’s unemployed youth, and for the 1.3 billion young people
anticipated to enter the workforce by 2022.
With
the support of a new strategic corporate partner, Accenture, Save the
Children is designing and testing Skills to Succeed program responses in
Bangladesh, China, Egypt, Indonesia, and the Philippines. In
these countries, we are working to equip more than 17,000 at-risk young
people, ages 15-24, with the skills and networks they need to get a job
or build a business by the end of 2014. We are working alongside young
people, local NGOs, governments, and the
private sector to deliver market-relevant skill building opportunities,
including vocational, life skills, financial literacy, and
entrepreneurship training. We also seek to enhance the quality and reach
of job placement services through apprenticeships/internships,
youth guilds, job fairs, and social media job exchange platforms. We
will focus on capturing successful pathways for girls and boys to
gainfully engage in program activities and to achieve greater success in
their participation in the local labor market.
The Skills
to Succeed research component will focus specifically on the learning
opportunities in Indonesia, a program in the pilot stage. Start-up
activities began in late 2012 and implementation will begin in
Spring 2013 to reach 2,500 at-risk youth. Labor market assessments in
both implementation areas, Lampung and Bandung, inform and refine
delivery models for training and placement activities.
2. OBJECTIVES OF THE CONSULTANCY
The Save
the Children Research Team will rigorously study the impact of two
program components in Indonesia – vocational training vouchers and
apprenticeship/internship opportunities – on beneficiaries’ labor
market outcomes. These interventions have the potential to be integral
solutions within the theory of change underlying Skills to Succeed. Our
theory of change is informed by SC’s youth development expertise and
state-of-the-art industry knowledge and research.
3. THE CONSULTANT HAS AGREED TO:
- · Ensures the smooth and efficient operation of research and data collection activities; acts as the primary administrative point of contact for survey firm and liaison for research organizations, SCI and regulating bodies.
- · Works with the research team to plans and coordinate the initiation of research study protocol, and the establishment of operating policies and procedures.
- · Works with the survey firm and research team to plans, implement, and maintain data collection;
- · Supervise the NGO in survey and monitoring data collection
- · Serve as liaison among th e NGOs and survey firm and the SC team
- · Communicate and disseminate the research progress to Learning Specialist, S2S Program Coordinator, National Monitoring and Evaluation Specialist, and other members of the SC S2S team.
- · Collects documents needed to initiate the study and submit to Learning Specialist, S2S Program Coordinator, and National Monitoring and Evaluation Specialist
- · Complete all CAR data for S2S Project (Annually)
- · Compile all data aggregate from EYE to prepare the CAR (Annually)
- · Under S2S Program Coordinator to review all CAR data for S2S project and EYE Project (Annually)
- · Design MEAL system for S2S and EYE
- · Collect qualitative data from monitoring and evaluation
- · Maintain study time lines
- · Completes study documentation and maintains study files
- · Performs other related duties as assigned.

consultant will work under the direction of Project Coordinator -
ACCENTURE, National Monitoring & Evaluation Specialist from Save the
Children International and Research Specialist from Save the Children
US.
