BACKGROUND
Context of the REDD+ initiative:
Indonesia
is the third largest emitter of CO2 and the world’s largest emitter from
agriculture, forestry and other land use. Over the past five years, Indonesia’s
annual deforestation rate has averaged around 1 million hectares, which
contributes more than 80 percent of Indonesia’s estimated annual emissions.
In
this contexts, on May 26, 2010 the Governments of Indonesia and the Kingdom of
Norway signed a Letter of Intent to establish a Partnership for REDD+ (Reducing
Emissions from Deforestation and Forest Degradation) to tackle greenhouse gas
emissions from deforestation and forest and peat land degradation. REDD+ is a
global mechanism which provides an opportunity for developing countries like
Indonesia to move towards a sustainable green economy. For Indonesia it also
offers a way to achieve the Indonesian government’s voluntary commitment to the
world to reduce emissions as much as 26 percent or up to 41 percent with international
support by 2020.
Committed
to the cause of reducing emission, the Government of Indonesia has been
designing structure of REDD+ Agency along with the funding/ grant channeling
mechanism as well as monitoring, reporting and verifications (MRV). To support
this, and to make a breakthrough in the field of grant channeling, the
Government of Indonesia has also designing a mechanism of fund channeling for
small grant related to REDD+ issues. In relations to this matter, several small
grants pilot project will be conducted. The monitoring and reporting assistant
will hold strategic position to support the implementation of this programme,
including verifying the reporting of project implementation on the ground. The
implementation of REDD+ will be an important step in the development of a green
economy, and an opportunity to reform forest and peat land governance across
Indonesia.
Context of this ToR:
Under
the terms of the REDD+ Partnership with Norway, Indonesia agreed to establish a
pilot project to trial (learning-by-doing) the different requirements of REDD+
implementation. Central Kalimantan on the island of Borneo was selected by the
President as the pilot province for REDD+ Indonesia along with nine other
priority provinces where REDD+ will be implemented sequentially. As part of
trial being conducted in the Central Kalimantan Province, REDD+ Project decided
to implement REDD+ pilot activities through small grant mechanism given to
local CSOs and local government institution. The project will be conducted
through small grant mechanism to local CSOs and local government institutions.
In order to facilitate projects implementation, the Joint Secretariat with the
assistance of UNDP is seeking to engage District Facilitator for several
districts in Central Kalimantan Province. The District Facilitator will be part
of the REDD+ Programme and will comply to with the guidance of the UNDP and the
Joint Secretariat Central Kalimantan Province.
Summary of Key Functions:
The
objective of this assignment is to ensure smooth implementation of REDD+ Programme
in Central Kalimantan Province. To attain better performance of the project and
contribute to the overall success of the REDD+ project in the province, the District
Facilitator will provide inputs for accurate analysis, collect data and field
fact finding/verification to assist the management in developing good and
effective judgment within day-today project management. Further, the District
Facilitator will assist the Central Kalimantan Project Coordinator in data
entry and information sharing on the progress made and delivered under the
management of REDD+ Joint Secretariat in Central Kalimantan Province.
Scope of work:
1.
Support the Programme orientation process of the targeted district,
including engage with the community
and district government about the programme to obtain their support and consent.
2. Assist the Joint
Secretariat Team in capacity building and knowledge sharing activities of the targeted
district and Monitoring & Reporting during period to collect and verify field
data.
3. Build and maintain liaison with government
and relevant REDD+ stakeholders and platforms at district, sub-district and
village level and facilitate bilateral or multi-lateral meetings at those
level.
4. Update the JSO Project Coordinator on
relevant discussions within local governments that may affect the project
activities and advise relevant strategies to address and respond to local
government priorities accordingly including on current local
regulation/policies to ensure that the REDD+ Project is in line with those
regulations/ policies as well as seek opportunity for synergies with district
government planning to maintain sustainability of the project.
5. Advocacy and lobbying activities with various
government departments at district, sub-district and village level to ensure
their endorsement and participation in the project implementation.
6. Identify and collect existing district
government regulations and policies as well as development plan pertaining to
REDD+ and prepare abstracts and summaries as necessary.
7. Regularly liaise, provide project updates and
develop relationships with key government officials at district, sub-district
and village level and ensure the government understanding and continued support
thereof.
8. Actively participate in government
coordination and development planning mechanism at various levels (district,
sub-district, and village) to ensure that the Project stays in tune with local
issues and development related to REDD+ and to encourage REDD+ mainstreaming
into the government development priorities.
9. Promote and raise awareness of REDD+
activities to all relevant REDD+ stakeholders at local level through various
REDD+ activities through media initiatives (photos, report, documentaries,
etc.).
I. Academic Qualifications:
A first-level university degree
(Bachelor’s degree or equivalent) in Forestry, Agriculture,
Environmental Science or Social
Sciences.
II.
Years of Experience:
o
Minimum 5 years of experience with relevant
experience and interest in the environmental issues and related policy matters.
o Demonstrated and/or have exposure on climate change,
forests or REDD+
related issues.
o
Experience in producing technical reports.
o
Ability to communicate information to a diverse range of
people.
o
Experience implementing project management monitoring and
evaluation.
o
Experience working with CSO and/or local government in Central Kalimantan Province.
o
Having exposure working a several Central Kalimantan
District will be an advantage.
o
Having experience in
conducting project monitoring and reporting.
o Having experience in liaising and
communicate with government officials and/or activity implementer in Central
Kalimantan including work with several districts governments.
III. Language Requirements:
Fluent
in written and spoken Bahasa Indonesian and working knowledge of English.

Other requirements:
In
addition to the scope and output stated above, the incumbent will be required
to undertake other ad hoc tasks that may arise during the contract period.
These tasks will be delegated by the incumbent’s Work Stream Coordinator who
will ensure that these ad hoc tasks do not impede on the incumbent’s ability to
meet contractual obligations/deliverables.
All
materials and other intellectual property produced while working under contract
including, but not limited to, documents, presentations, white papers,
photographs and other media, will remain the property of the UNDP REDD+ Project
and are required to be submitted to Knowledge Management System for archiving.
