The
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German
international cooperation enterprise for sustainable development with worldwide
operations. The Social Protection Programme is looking for 1 (one) Indonesian expert as
Senior Advisor for Conditional Cash Transfer (CCT/PKH) programme.
Project description:
In the context of the German bilateral co-operation
with the Government of Indonesia, GIZ assists the Government of Indonesia
in the development of long term strategies for a comprehensive system of social
protection since September 2006 with the National Development Planning Agency
(BAPPENAS) as a main partner. Technical assistance in the field of social
health insurance with the Ministry of Health had started even earlier, in 2004.
The collaboration between the Government of Indonesia has been reinforced and
strengthened during the German-Indonesian Government Negotiations in October
2011 and a commitment to prolong the support in the field of Social Protection
has been agreed by both Governments.
The project is aimed at improving the framework
conditions for the implementation of an integrated Social Protection System
with a view to contributing to the efforts of the Indonesian Government for
sustainable and inclusive economic growth.
The cooperation will enter a new programme phase in
January 2014 and will be part of the priority area “Inclusive
Growth”. The programme will
work in the following intervention areas: (1) In the area of Social Assistance/
Basic Social Protection: capacity building for the Ministry of Social Affairs
(MoSA) / Unit Pengelolaan Program Keluarga Harapan (UPPKH) to establish adequate
managerial structures and improve the extension of the Conditional Cash
Transfer (CCT) programme;
(2) In the area of Social Security (with a focus on Social Health Protection):
Capacity building and technical support for Dewan Jaminan Sosial Nasional (DJSN)
to strengthen its role in the implementation of the National Roadmap on Health
and the establishment of the new social security carrier Badan Penyelenggara
Jaminan Sosial I (BPJS I, Health); (3) Support for BAPPENAS and other stakeholders to
lead and coordinate the inter- and intra-institutional policy dialogue on
social protection reform; (4) Advisory services and technical support for BAPPENAS and MoSA to
improve the Inclusion of Persons with Disabilities into Social Protection
Programmes and enable them to contribute to economic growth.
The senior advisor must have the
necessary socio-cultural skills and proven experience in their areas of
expertise. Client and partner orientation, efficient work practices,
interdisciplinary thinking and training experience are mandatory, especially
for a senior advisor position. Managerial competence to steer a team of
consultants in a result-oriented manner is a prerequisite for the
position.
In terms of work experience the
senior technical
advisor is expected to have at
least 5 years of project management, results-based
management, and knowledge management, preferably with working experience
in Indonesia or Asia and well-developed social
skills to coordinate between the Firm of Consultants,
the SPP CCT Team leader/process coordinator. Furthermore, he/she is
expected to negotiate independently – but in coordination with the process
coordinator and/or the principal advisor – with senior government officials.
He/she is expected to perform/coordinate independent tasks
and decisions that affect the programme component in the long-term. He/she will
have a major responsibility for the successful implementation of the programme
component. He/she has considerable decision making power – in coordination with
the process coordinator – in terms of identifying appropriate methods and
approaches to achieve the objectives of the programme component.
As a conditio-sine-qua-non the senior technical
advisor must have knowledge and experience with GIZ project management
processes as well as knowledge and experience with the GIZ capacity works
tool kit.
He/she must have proven knowledge and experience with
organizational development and institution building (including also legal
aspects) of public institutions in Indonesia.
He/she must be willing to travel as a part of his/her
assignment.
Knowledge of the state of inclusion of Persons with
Disabilities (PwD) in Indonesia’s national social assistance programmes (esp.
the PKH) would be an additional asset.
Where the need arises, he/she will support programme assistants/guest
students/interns who work on the programme and assume specific programme tasks
as part of their training.
Further requirements:
The senior advisor shall report to the GIZ SPP CCT Coordinator and – if necessary – carry out tasks in line with the
overall goals of the SPP and other intervention areas. Close cooperation and
information sharing with the MoSA JamSos Director, the BAPPENAS Director for Social Protection as well as senior
experts of TNP2K is also required.
He/she
is expected to achieve and
perform the following specified objectives and tasks:
Overall Management Tasks:
a.
Actively implementing the SPP’s Social Assistance
intervention area’s activities and co-managing the team of consultants/firm of
consultants in that intervention area.
b.
Pro-active supporting the SPP CCT Team Leader/Process
Coordinator in steering the German contribution in the partner country
regarding the Social Assistance intervention area (e.g. developing and
implementing operational plans etc.).
c.
Support to and actively participate in the planning by
the Social Assistance Team Leader/Process Coordinator of the assignments of the
consulting team, including the drafting of the ToR, the identification,
recruitment and monitoring of local and international short- and long-term
experts.
d. Ensuring that activities related to the consultancy are in line with the
policies of the counterparts and GIZ/BMZ.
Tasks
a)
Continuation of the on-going
activities on organizational development, especially advisory support regarding
the endorsement and implementation of a new internal organizational structure
of UPPKH:
· Support the implementation
of the new internal structure of UPPKH
based on request from MoSA (“coaching clinic approach”, i.e. providing advise
directly and/or steer support by (firm of) consultants).
· Independently, identify, and propose
and negotiate with MoSA’s JamSos Directorate ways to change the work culture of
organic staff in managing and implementing the PKH program.
b)
Development and elaboration of
options and preparation of the endorsement of one of them for a new
institutional-set up (e.g. where (echelon/level) in the MoSA structure to
locate the PKH steering and implementation:
· Drafting of a roadmap for the
necessary steps to be taken and responsibilities/roles to be assumed to
implement the new institutional set-up for the steering and implementation
(organic staff) of the PKH, considering also the future migration of all social
assistance programmes steered and implemented by MoSA under one unit (e.g.
directorate or center) as well as the implications of the bureaucratic reform
process in MoSA for this process
· Assessment of the legal basis for the
various options to change the institutional set-up of the steering and
implementation of the PKH through MoSA
· Assessment of the advantages and disadvantages of the
various options.
· Drafting of a policy paper on the
various options and their advantages and disadvantages,
considering also the future migration of all social assistance programmes
steered and implemented by MoSA under one unit (e.g. directorate or center) as
well as the implications of the bureaucratic reform process in MoSA for this
process.
· Support and negotiate with
stakeholders (i.e. MoSA) for the drafting of the necessary documents for the
approval of the new institutional set-up by MENPAN (Ministry for Regulation of
Civil Service and Bureaucratic Reform) (if applicable, given the short time
frame of the assignment).
· Facilitating (e.g.
providing continuous advice by means of regular meetings with the relevant
stakeholders inside and outside of MoSA) of the stakeholders (esp. MoSA) along
the restructuring process.
c)
Providing continuous support for the
SPP’s CCT process coordinator/team leader on issues of the SPP’s support for
PKH/social assistance.

Regular coordination with the SPP’s
team leader/process coordinator

Support (advice, technical support,
clearance with stakeholders) on the SPP’s other activities on CCT/social
assistance.
d)
Review of legal basis for
entitlements to social assistance
Initiate and
facilitate a political discussion among the main stakeholders (BAPPENAS, MoSA,
TNP2K etc.) on establishing a legal basis for PKH/social assistance
beneficiaries, which entitles them to receive social assistance (e.g. through
PKH or other relevant national social assistance programs).

Outputs (selection)
· Assessment report on the legal basis and the
advantages and disadvantages of each of a variety of options to
change the institutional set-up of the steering and implementation of the
social assistance programs through MoSA.
· Draft policy paper on the various
options to change the institutional set-up of the steering and implementation
of the PKH through MoSA
· MoMs (e.g. of coordination meeting
with stakeholders etc.).
· Written input to the draft of MoSA’s
proposal to KEMENPAN for the restructuring of the institutional set-up of the
steering and implementation of PKH/social assistance through MoSA.
· Review and policy paper (including an
assessment of advantages and disadvantages) of the legal basis for laws and/or
regulations to entitling beneficiaries to social assistance benefits (as
opposed to the current “charity approach”).
· Regular input to the SPP’s
RbM-System.

Methodology
He/she
will identify and applied independently (nevertheless in continuous exchange
with the Social Assistance Team Leader/Process Coordinator) suitable methods
and approaches, that include political/strategically advice, organizational
capacity development and the strengthening of inter-institutional technical
cooperation and multi-stakeholder dialogue.
3. Required qualifications, competences and experience
- at least a master degree, preferably holds a PhD in relevant scientific field (e.g. related to policy processes in Indonesia)
- Demonstrated ability to lead and motivate staff in a complex work environment
- High-level interpersonal and communication skills including experience in cross-cultural environment
- Substantive senior-level experience at least 5 years of professional working experience in international and/or regional development organisation.
- Fluency in both written and spoken English; knowledge of German languages is an asset.
