Conservation International Vacancy: District Policy Coordinator, Tapanuli Selatan

Conservation International, an international non-governmental organization, is seeking to fill the position of District Policy Coordinator to be based in Tapanuli Selatan.

The Sustainable Landscapes Partnership (SLP) program will establish a replicable model of public-private partnerships that foster low carbon development opportunities, thereby helping to address global climate change and contribute to economic growth. 

The District Policy Coordinator (DPC) are responsible for supporting Strategic Environmental Assessments (SEA) District team to develop SEA document in Mandailing Natal and Tapanuli Selatan districts.  It is a middle staff positions as SLP representatives in SEA District Team to develop SEA document. The DPC reports directly to the Sumatera Program Manager and closely work with SLP SEA Consultant and other SLP Thematic Teams: Ecosystem Services, Communication, Livelihoods, Grants and Public-Private-Partnerships (PPP) to promote SLP missions in the SEA process and document.
 
Responsibilities:
  1. SLP’s Liaison officer for SEA district process and public consultations
    • Assist in coordination and communication with different stakeholders.
    • Assist preparation and socialization of SEA standard document.
    • Assist in identification relevant technical offices and district government in public consultation. 
    • Prepare regular report and keep update data and information to SEA consultant team in Jakarta and Medan.
  1. Facilitating SLP SEA Consultant and Thematic Division working with SEA district team  in developing the comprehensive SEA district document;
  • Facilitate internal meetings with SLP consultant team and thematic divisions on SLP inputs to the district SEA development;
  • Facilitate the SLP thematic and consultant teams can join with SEA district meetings/workshops. 
  • Assist the SLP divisions in developing the thematic inputs, such as HVC and watershed areas, carbon stocks, sustainable livelihoods and ‘green’ economic development. 
  • Assist the district government to develop ‘green’ SEA development based on SLP inputs. 
  • Ensure that field expenses are allowable and in line with budget proposals and USAID regulations.
  • Consider innovative ways of capturing and communicating key program successes and achievements, promote experience-based learning processes and policy feedback loops/mechanisms with the SLP field programs and partner government, private sector, and civil society organizations;
  1. Facilitating Multi-Stakeholders Forum (MSF) meetings for local key stakeholders for providing inputs to the SEA development.
  • Together with stakeholder engagement to establish MSF in the context of SEA legal standard accomplishment.
  • Ensure a series of thematic focus group discussion and good participation.
Qualifications:

Required:
  • Degree in regional development, forestry, environmental economic and natural resource management-related science;
  • Experience in facilitating and developing SEA process with a minimum 5 years of experience;
  • Ability to work effectively in cross-cultural situations with a wide range of people in both the public and private sectors, including business, government, non-governmental organizations, donor organizations, local communities, consultants and volunteers;
  • Knowledge and background in the customs and government organizations of Indonesia;
  • Willingness to travel and work long hours, including work in arduous field conditions, often to remote areas and work weekends and after hours as needed;.
  • Proven record of success as part of interdisciplinary project teams;
  • Good communication skills and develop network;
  • Fluent in English (Speaking, Reading and Writing);
  • Computer literate; humorist, hardworking, easygoing.
Preferred
  • Have a good scientific knowledge of SEA policy and sustainable natural resources management.
  • At least 5 years work consultant experienced in developing SEA document or similar document such AMDAL and RTRWK.
