PROGRAM COORDINATOR
For the ASEAN-Australia Development Cooperation Program (AADCP) Phase II
Background:
As a dynamic region with a population of more than 575 million that aims to live in peace and shared prosperity, the Association of South East Asian Nations (ASEAN) has embarked on an initiative to build an ASEAN Economic Community (AEC). The AEC is envisioned as a competitive economic region well integrated into the global economy, having equitable economic development, and serving as single market and production base.
In implementing the AEC Blueprint, ASEAN has received support from the Australian Government through the ASEAN Australia Development Cooperation Program (AADCP) Phase II.
The overall objective of the AADCP II Program is to support ASEAN to implement its economic integration policies and priorities in line with the ASEAN Economic Community (AEC) Blueprint. The components of the program are designed to:
• strengthen ASEC’s institutional capacity to facilitate and support ASEAN integration and community building efforts;
• support movement towards the AEC through provision of timely and high quality economic research and policy advice; and
• support the development of regional capacity for the implementation of selected AEC Blueprint activities at the national level.
The Program is governed by a Joint Planning and Review Committee (JPRC) comprised of representatives from ASEAN Member States, the ASEAN Secretariat (ASEC) and Australia that meets annually to review program progress and approve forward work planning. A Program Management Team (PMT) comprised of the AADCP II Program Director and representatives from ASEC are responsible for the delivery of the Program within ASEC. They are supported in the implementation of the program by a Program Planning & Monitoring Support Unit (led by the Program Coordinator) and technical specialists who are engaged by ASEC and may report to various Divisions/Units within ASEC.
Broad Statement of Function:
• Support the ASEAN Secretariat (ASEC) and the AADCP II Program Director with the overall coordination of ASEAN-Australia Development Cooperation Program Phase II activities in the areas of economic integration, economic policy and institutional strengthening
• Lead and manage the Program Planning & Monitoring Support Unit consisting of a small team of project officers and coordinate their input together with the program’s technical specialists to ensure effective and efficient program delivery
• Provide a central point of reference and information with respect to all AADCP II related matters
• Provide secretariat support to the Joint Planning and Review Committee (JPRC).
Primary Responsibilities:
As part of the AADCP II Management Team and reporting to the AADCP II Program Director and ASEC Counterpart, the Program Coordinator will:
1. Lead and manage the Program Planning & Monitoring Support Unit consisting of a small team of project officers and coordinating their input together with the program’s technical specialists to ensure an effective and efficient program;
2. Prepare consolidated AADCP II Annual Work Plans and budgets and updates for JPRC meetings and quarterly and monthly PPMSU team reports;
3. Ensure appropriate management systems are in place for efficient and effective design, appraisal, implementation and monitoring & evaluation of projects;
4. Assist the PMT monitor and review the project management cycle as well as identify new work streams and activities under AADCP II. These include, but will not be limited to:
i. raise issues and recommend options to address implementation challenges;
ii. ensure no overlaps between AADCP II activities and those generated by other ASEAN programmes;
iii. ensure that methodology to deliver development assistance to Member States is sound, sustainable and impactful; and
iv. undertake project visits, as necessary, to understand conditions at the recipient levels;
5. Support ASEC and the AADCP II Program Director in authorising the commitment of expenditures from the relevant Trust Funds (for programs/projects and staffing/management support) in line with the scope of approved projects and work plans;
6. Maintain a consolidated record and status account of all projects funded through AADCPII.
7. Provide secretariat support to the JPRC and PMT;
8. Produce and disseminate appropriate informational materials on AADCP II and promote the program’s visibility, including the maintenance of an AADCP II web-site;
9. Support the implementation of staff performance management and staff recruitment and provide oversight to administrative procedures including tendering and procurement of goods and consultancy services

Position Requirements:
Education
• A Masters degree or equivalent in an appropriate discipline
Experience
• At least ten years of professional experience in dealing with a wide spectrum of program development, coordination and management issues. Good understanding of the context of international/regional organisations such as ASEC will be considered added value.
• Proven track record in developing, coordinating and managing complex development programs as well as in undertaking impact assessment. Experience with programs related to organisational development and/or economic development is preferable.
• Proven experience of leading a team in a development project or program context.

• Knowledge of concepts and issues relating to ASEAN organisation and ASEAN institutional framework.

Amendment:
This TOR may be modified from time to time, as required by the Parties and in the interest of the Program.
Remuneration:
A salary package will be negotiated commensurable with experience. Upon completion of the probationary period, the candidate will be confirmed for a two-year contract, inclusive of the six-month probationary period, in the first instance.
