VACANCY SSQ - Database Implementation Specialist

Background:

Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting existing government structures. 

Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector. 

A core problem in developing national policies for madrasah accreditation preparation is the reliability of data in MORA. The existing MORA accreditation database is not up to date and accreditation data has not been validated.  This poses difficulties for the selection of madrasah for accreditation support.

The development of a madrasah numbering system (NSM) is proposed to improve MoRA data systems from district to national levels.

Key Duties and Responsibilities:
  1. Assist MoRA in developing and maintaing a madrasah numbering system to support accreditation data.
  2. Develop numbering and accreditation software which adhere to MoRA standards.
  3. Provide training on the implementation and usage of the application to District, Provincial and National MoRA as well as other related stakeholders.
  4. Ensure the database can be applied in the MoRA planning through training and consultation on the data analysis to MoRA in district and national level.
  5. Provide technical support to component as well UPPAM to increase the effectiveness of the program
  6. Other duties related assigned by supervisor
Skills Requirements:
  1. Education: Academic or working bacground in information technology, database management or management information system
  2. Specific skills:  Relevant experience of IT management, expertise in IT planning, excellent and proven ability to manage databases and create innovative solutions for database management
  3. Computer/software skills: Advanced computer skills. Good understanding of management information system
  4. Additional Skills:  Demonstrated ability for strategic thinking and policy analysis; strong coordination skills; ability to prioritise and perform demanding takss against tight deadline; patience and experience in working with people with limited databse knowledge is required;  working experience in a relevant are is an asset and proven interest in madrasah/education issue.
