Job Summary
Australia’s
Education Partnership with Indonesia (the Education Partnership) is currently
the largest development assistance program funded by the Australian Government
anywhere in the world. Through the Education Partnership Australia supports the
Indonesian Government’s long-term strategy to strengthen and consolidate its
national education system, with a particular focus on the current Indonesian
five-year plan (2010 – 2014) and support for the initial stages of the
subsequent five-year plan (2015 – 2019). The Education Partnership builds on
the successes of previous Australian Government supports to the Indonesian
education sector by strengthening government systems. Under the Education
Partnership, there are three managing contractors with the largest, School
Systems and Quality (SSQ) contract, being managed by Cardno Emerging
Markets.
Each of the three SSQ-supported components is national in scope, supporting existing government structures and National Education Strategic Planning. Component 2 of the Education Partnership is mainly delivered through the Government of Indonesia’s systems using grant funding from Australia. The grant funding will be used to support the nationwide professional development of education personnel. Component 2 provides technical assistance to MoEC and MoRA as they implement training programs developed using AusAID funding under the Educational Partnership to develop the capacity of principals, supervisors and provincial and district education personnel.

Key Duties
and Responsibilities
The Professional Development Adviser School Induction will work with MoEC, other Component 2 Advisers and Component 1 personnel to support and quality assure the implementation of the school induction program for teams from schools constructed under Component 1.

The Adviser will be required to develop professional and productive working relationships with key counterparts at the Board of Education and Culture Human Resource Development and Education Quality Assurance (Badan PSDMPK & PMP) at the Ministry of Education and Culture (MoEC) and Component 1 personnel. The Adviser will work as a member of a team of advisers in Component 2 supporting MoEC.
The Adviser will report to the Manager Component 2 through the International Adviser Provincial and District Programs and will be responsible for:
- Assisting with the review and development of revised New School Induction training modules and learning materials.
- Assisting with the review and implementation of ToT program and implementation of ToT for the New School Induction Program.
- Assisting with the implementation and quality control of the School Induction Program at the direction of the International Adviser.
- Assisting with the monitoring and evaluation of the School Induction program.
- Assisting with the preparation of reports on the outcomes and impact of the School Induction Program.
- Contributing to the work of the Component 2 team by participating in regular meetings, working as a member of working groups on a range of priorities and preparing reports as required.
- Preparing work plans and regular reports about achievements against agreed targets relating to the role.
- Other relevant duties as required.

- Post-graduate qualifications in education or related area.
- At least 10 years’ experience working in education in Indonesia.
- Extensive knowledge of and experience as an adviser, manager or leader in the Indonesian education system at the school, national, provincial and/or district levels
- Knowledge and understanding of effective professional development strategies to improve the competence of education personnel.
- Demonstrated understanding of and experience in designing, developing and implementing professional development programs for education personnel.
- Understanding of and capacity to contribute to monitoring, evaluating and reporting on professional development programs.
- Strong interpersonal skills and ability to liaise with stakeholders, particularly with Government of Indonesia counterparts and international education specialists.
- Highly self-motivated and demonstrated capacity to work independently and as part of a team.
- Excellent written and verbal communication skills in Bahasa Indonesian.
- High level written and spoken English.
Duration of Contract:
The duration of contract for this position is for 12 months with possible extension subject to approval by the Client.
