VACANCY – PROJECT MANAGER (AGRICULTURE)

The Agency for Technical Cooperation and Development (ACTED) is a French non-profit organization working in over 30 countries worldwide to provide emergency response, early recovery, and development assistance to communities in need. ACTED’s interventions seek to cover multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local, and adapted to each context. ACTED aims to guarantee the sustainability of relief interventions carried out during crises by remaining in the field after the emergency to engage in long-term support to communities in food security, health, education, economic assistance, microfinance, advocacy, and cultural promotion. ACTED’s actions are needs based and identified in a participatory manner with communities in the areas where we are present. ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake and is now working in North Sumatra and Nusa Tenggara Timur (NTT).


Currently ACTED has an immediate need for qualified and experienced Project Manager in Malaka District, NTT to manage a conservation agriculture project.

PROJECT MANAGER (AGRICULTURE)

The Project Manager is responsible for the implementation of a conservation agriculture project in Malaka district NTT. The project’s activities include the capacity building and mentoring of farmer’s groups to adopt conservation agriculture technologies and practices by resource poor and vulnerable smallholder farmers from dry-land areas. The project will take places in three villages, in order to support 17 groups of farmers for a total numbers of 385 individuals. The outputs of this project are:
      i.     Reduced crop losses and enhanced soil fertility within demonstration sites through accelerated validation and adoption of conservation agriculture technologies and practices.
     ii.     Appropriate conservation agriculture technologies and practices are adopted and practised by resource-poor smallholder farmers through community-based participatory extension approaches.
    iii.     Improved enabling environment for the development of provincial and district-level climate-smart and land management strategies and processes, market-led and community-driven investments and women’s empowerment (particularly for the adoption of conservation agriculture technologies and practices).
Key tasks include:
-          Management of two Agricultural Officers to ensure the smooth implementation of the project;
-          Submission of monthly internal reports and reports to the donor;
-          Mange the budget for programme activities;
-          Coordination with the donor;
-          Liaise with relevant provincial, district, sub-district and other authorities for necessary permission and coordination with government programs and activities related agriculture;

Professional Qualifications and Skills:
-          University degree in Agriculture;
-          Proven experience in conservation agriculture techniques and agriculture enhancement;
-          A minimum of three years proven management experience essential;
-          Experience of working in Malaka district an advantage;
-          Problem-solving skills, result-oriented and sensitivity to gender issues;
-          Excellent computer skills including general office software applications (Word, Power Point, Excel);
-       Strong English and Tetun langugaes, both oral and written, essential;

Personal Qualities:
-       Flexible and adaptable, willing to learn new skills and conform to new systems and situations;
-       Honest, responsible, self-motivated and able to take initiative under minimum supervision;
-       Ability to work as part of a team in a cross cultural environment;
