Grants Officer, Strengthening Integrity and Accountability Program-1 (SIAP-1)

Project/Proposal Summary:
The objective of SIAP-1 is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen integrity and accountability. Two major components of SIAP-1 are:

1.     Supporting efforts by key accountability agencies such as the Corruption Eradication Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity and accountability in government.

2.     Supporting efforts to strengthen political integrity and accountability by reducing the influence of “money politics.” This will include support for efforts to strengthen the fair regulation of political finance and effective oversight and enforcement.

Position Summary:
The Grants Officer will report directly to the Grants Manager, with reporting responsibilities to the Senior Project Manager, and work cooperatively with the other SIAP-1 employees to ensure successful performance of the Strengthening Integrity and Accountability Program-1 as detailed in the Project Description of the Cooperative Agreement with USAID.

Responsibilities:
  • Review grant reporting documentation submitted by subgrantees. 
  • Assist to ensure subgrantees’ timely implementation of activities, in accordance with project schedules and subgrant agreements. 
  • Draft letters, emails, as well as documents and forms related to program activities and administrative matters. 
  • Maintaining all grant and subcontract hard and soft copy files including, but not limited to grant applications, evaluation documents, certificates, grant agreements and amendments, technical reports, deliverables, financial and cost-share reports. 
  • Assist in the procurement of subcontractors, as directed by the Grants Manager. 
  • Disseminate grant program announcements and collect applications. 
  • Draft procurement documents. 
  • Prepare, in coordination with component managers, lists of potential bidders to be invited. 
  • Organize and coordinate the evaluation process for grant applications, including work of the Evaluation Committee. 
  • Assist in preparing internal documents for approval by MSI HQ and USAID.
  • Set up appointments/meetings with government and partner organizations. 
  • Collect, review, and report on cost-share contributions submitted by grant recipients. 
  • Develop and maintain grantee activity calendar and provide the COP with information for SIAP-1 performance reports and calendar. 
  • Develop and maintain grantee and subcontractor payment schedules.
  • Arrange for milestone deliverable reminders via Outlook to both the grantees and SIAP-1 project staff. 
  • Provide guidance and support to the Grants Assistant as needed. 
  • Perform other duties and responsibilities assigned by Grants Manager.
Qualifications:
• At least one year working on USAID Fixed Obligated Grants.
• At least one year working on project subcontracts.
• Knowledge of USAID rules and regulations.
• Fluency in spoken and written English.
• Ability to travel for project assignments.
• Ability to start immediately.
