Terms of Reference:
Developing SoP on Stepwise BMP’s for Smallholders
Background
The debate concerning sustainability of oil palm
production is ongoing, as problems with deforestation, loss of biodiversity and
social issues are still associated with oil palm cultivation and expansion.
Improving yields is a key aspect of sustainability, as higher yields per
hectare improve land use efficiency and decrease the need for expansion into
pristine natural areas to meet demands. However, in the last years oil palm
yields have stagnated or declined, in the face of an increasing demand of oil
palm for food and biofuel. Smallholder farmers often achieve yields of only
10-15 t/ha, roughly half the 20-25 t/ha achieved by large plantations. Many
smallholder plantations are established on peat soil, which has the additional
problem of causing large carbon emissions from peat oxidation.
Objectives
A main strategy addressing the increasing demand while
reducing the environmental impact is through increasing the level of oil
production from existing plantations through the use of better management
practices.” Best management practices for yield improvement have been developed
and implemented in the last decades. In general, however, the BMPs are designed
for large commercial plantations. Smallholders work under highly varied
circumstances, with different objectives and constraints. There is an urgent
need to adapt and introduce BMPs to smallholder farmers, specifically for peat
soils.
Developing BMP on Stepwise
BMP’s for Smallholders
To address the need for such guidance, a consortium of
Wageningen University, CI and SNV are aiming to develop stepwise guidance for
smallholders on BMP in the oil palm sector. This guidance will be developed
based on existing material and tested in two case studies, one in West
Kalimantan and one in Riau. These sites have been selected based on previous
work. The lessons learned will be used to scale up SNV’s program in the oil
palm sector and in the next steps these lessons learned should be used in a
pilot in Jambi province in the district Mauro Jambi and in Sambas, West
Kalimantan.
For West Kalimantan a pilot project implementing BMP
for smallholders has been established and draft guidance material has been
developed. This guidance material will be finalized and improved based on
additional interviews and expert inputs from Wageningen University. The
material will be prepared for distribution in other project sites with trainers
of trainers, preferably in Mauro Jambi or in Sambas.
From the trainings
currently being implemented with experts, SNV wants to develop high impact
training materials that can be used by agricultural trainers and extension
officers in their support services to farmers in Indonesia initially but once
developed also replicated in different palm oil producing countries. To
reach impact at scale, SNV aims to Train Trainers and for this specific
consultancy SNV expects to develop the training material needed for the
trainers and not the material for the end beneficiary in this first stage.
The activities for the
consultants are listed in the table below, this includes the deliverables and
also the workdays for each activity/deliverable.
Assignment
objectives
SNV is
recruiting for a Graphic Design Expert to work alongside the Training Material
Content Writing team, to design highly a complementary suite of materials
in support of training small palm oil farmers.
Main
tasks
The expert is required to undertake a range
of tasks including research, design and layout, and finalisation of modules of training
material to be ready for publishing based upon feedback provided such that they
meet all the necessary requirements for professional printing (and binding
where necessary). The designer is to
keep in mind at all times that this material may be replicated in other
countries and continents, and that design should be produced in such a way as
to minimise or facilitate changes to different contexts.
Preparatory work
- Review the training curricula and Handbook for Trainers of Smallholders on Better Management Practices in the oil palm sector to gain an understanding of the training content
- Meet with project team (in person or via Skype) for briefing on the project and clarification on the specific needs of trainers, the different activities that will be carried out during the training, and the profile of the training beneficiaries / participants.
- Confirm a proposed work plan with the project team to ensure all design work is completed according to schedule.
Design work: design of theme for the following:
- Flip files including cover page, module introduction page and learner page/s in A2 format
- Supporting resources: templates for 4 different shapes of flashcards, learner hand-out, module cover, trainer guide cover, possibly certificate.
- Hand-out sheets template for learners - Design a appealing hand-out sheet template in MS Word that is user-friendly for the content writers to drop content into, incorporates branding (e.g. banner/header) and can be used for activities, tip-sheets etc.
- Design the handbook in complementary theme.
Illustration
work: provide illustrative content
such as drawings and photographs for:
- Module covers for flip files – representing the topic of the particular module
- Flip file pages as written by the materials developers who will provide examples or explanations of the graphics needed. The illustrations must reflect the subject matter being taught (e.g. grading of palm oil fruit, pests and diseases, etc). Initial content and design will be produced in English. The software and design of the materials must enable translations to be performed by the project team with final design honing to be conducted by the designer.
- Modules include:
- Module 1: Grading, harvesting, transport
- Module 2: Plantation Maintenance
- Module 3: Plantation assessment
- Module 4: Fertilization
- Module 5: Pests & Diseases
- Design and layout the content of the Handbook for Trainers of Smallholders on Better Management Practices in the oil palm sector in the same theme, using illustrations and photos used in the training materials/flip files.
Note that many reference photographs will be
provided to the designer by the project team.
Revision &
finalisation work
- Revise design material as required based upon feedback from stakeholders, project team, and the results of pilot testing.
Assignment
outputs
In order to achieve the
assignment objectives, the Graphic Design Expert will be required to deliver
the following material:

Theme design for A2 Flip Files
in MS PowerPoint
·
Five (5) illustrated sets of A2
Flip Files in MS PowerPoint.
·
4 flashcard templates in MS
PowerPoint
·
Trainer guide cover
- One (1) A4 Learner Hand-outs template in MS Word
- Professionally designed and laid out Handbook for Trainers of Smallholders on Better Management Practices in the oil palm sector
Other outputs that may flow
from this initial assignment include posters and other training material to
support small palm oil farmers.
Candidate
qualifications
The preferred candidate will meet the
requirements mentioned below:

Experience
- Proven track record in graphic design and preferably in development of training / education material development
- Five years of demonstrated experience in creative design for both public and private entities
- Demonstrated experience in printing and publication work
·
Competencies:
- Creative and artistic mind
- Proven ability to demonstrate innovative thinking
- Ability to communicate concepts through non-verbal communication tools (diagrams, photographs, symbols, cartoons, etc.)
- Proficient use of graphic tools and software
- Drawing skills desirable
- Understanding of the field of andragogy and active learning considered an asset
- Excellent written and spoken English skills
- Understanding of Cambodian culture, codes of conduct, norms and values, especially in a rural context
Location and duration
The consultant shall work from their own office / location. The
assignment shall commence by 1 Feb 2014 and have all final drafts of design work completed by 20 March 2014. Finalisation
of all training material will occur after the training material is pilot
tested, no later than 15 April 2014.

design work that may be relevant to this assignment (e.g. PowerPoint / Prezi
presentation templates, print business templates etc.)
Fees
The final budget
will include daily professional fee for design.
As per Indonesian
government rules and regulations at the time of making payments 15% tax will be deducted
from the source. SNV Indonesia has
standard contracts for engagement of external consultants with conditions that
will apply for this assignment.
